EXHIBIT D <br />Sunbeam Pit #l -Mining Plan <br />The Sunbeam Pit #1 is a proposed sand and gravel mine approximately''/2 mile east of the <br />community of Sunbeam, Colorado. Moffat County will upgrade 350 feet of the existing <br />access road across land belonging to the Brannan Brothers from State Highway #318 to <br />the 68.148-acre project site. (See Exhibits A, C-1, C-2, C-3, N-1, N-2, & N-3) <br />The purpose ofthis project is to replace Moffat County's available gravel resources that <br />have been mined-out in the Sandrock Mine #2 area two miles east of the proposed <br />Sunbeam Pit #1. This gravel will primarily provide pit-run, road-base, paving chips and <br />other asphalt materials for Moffat County's highway maintenance system over the next <br />ten years, or more. <br />The project is on State land and State owned minerals. The site is burdened with a power <br />line, underground telephone line, irrigation ditch, irrigation pipeline, and two access <br />roads. (See Exhibit C-2) Moffat County will not disturb these improvements except for <br />the existing roads. In our plan we will eliminate that portion of the access road now <br />running north of the irrigation ditch and parallel to it, and we will replace it with an <br />access road along the west boundary of the project as shown on Exhibit C-3. In the <br />interest of safety, Moffat County may modify the alignment of the other existing access <br />roads, and may improve them as necessary. Moffat County will not obstruct the legally <br />acquired access across the project site. <br />The significant disturbances will be limited to the mining, storage and removal of surface <br />mineable materials on the permitted area. No off-site facilities will be involved. The <br />major drainage systems will be reclaimed without interruption; however, the operator <br />may elect to divert local drainage water into low areas within the excavation areas. If <br />these low areas tend to impound significant amounts of water, Moffat County will notify <br />the State of Colorado of the water status, and will suggest that they file for the storage <br />right under Colorado Water Law. <br />The topsoil depth is from 6" to 12" throughout the affected area. This humic material will <br />be stripped and stockpiled in an inactive portion of the affected area, and it will be <br />protected from drainage channels until needed for reclamation. The topsoil piles will be <br />separated from other stored materials. Seeding them with Moffat County's seed-mix and <br />application formula will stabilize the topsoil piles. Signs will be placed to identify the <br />topsoil and to caution not to remove. <br />The road-base stockpiles will be protected from erosion channels and they will be <br />identified and kept separate from other stockpiled materials. Moffat County does not <br />expect to have to store overburden or processed rejects, but if such a need arises, the <br />County will identify and stabilize any such materials if they are to be stored for more than <br />a year. <br />Exhibit D (page 1) <br />
