<br />EXHIBIT C <br />MINING PLAN <br />Rio Blanco County Road and Bridge intend to pursue this proposed gravel pit as a <br />periodic aggregate source for projects in the Rangely area. <br />Access to the site is from that point adjoining Rio Blanco County Road no. 27. There is a <br />50 foot set-back from the road to help buffer any dust, noise and visual concerns. <br />Mining will commence in the Southeaster section of the pit. The mining will progress <br />Northwesterly. The topsoil and overburden will be stripped and stockpiled in the <br />Southwest area of the mine site. These stockpiles will accumulate over a five year <br />period, but will be re-vegetated within a 90 day time frame. All mining operations <br />(crushers, conveyors, dozers, and scrapers) will initially be stationed in the <br />aforementioned Southeast area. All mining and processing operation will be designed to <br />manage storm water runoff, so that no sediments flow to existing drainage. <br />The gravel bed lies under about 3 feet of overburden and 6 inches of topsoil. The gravel <br />itself is approximately ] 5 feet thick. There will be a maximum of 20,000 tons of gravel <br />removed a year. Finished products will be stockpiled on site. <br />a. The estimated date that mining will commence is July 1998. Mining is estimated <br />to cominue for approximately eight yeazs. <br />B. The estimated depth of topsoil is 6 inches (see EXHIBIT E -map, for stockpile <br />location) <br />C. The estimated depth of overburden is 3 feet (see EXHIBIT E -map, for stockpile <br />location) <br />D. The thickness ofthe gravel deposit to be mined is approximately 15 feet. <br />E. The mining operation facilities will be located in the South area of the site (see <br />EXHIBIT E -map, for the operations location) <br />The disturbance area and stockpiles are shown on EXHIBIT E <br />G. The mining operation will use County Road no. 27 with no anticipated new <br />construction to such road. <br />H. Daily consumption is estimated at 1500 gallons of water or approximately '/= load <br />of water in a typical water truck. Water will be delivered to the site in a Rio <br />Blanco County water truck. <br />
