<br /> <br />Geologic maps by the U.S.G.S CScott and Taylor, 1974 and Scott, <br />Taylor, Epis and Wobus, 1978) show that bedrock fonretlons outcrop In <br />the valley of Newlin Creek from where It exits the mointalns, across the <br />penult Brea, and downstream Lo Its confluence with the Arkansas River. <br />Field exarinattan of the valley across Lhe permit area Indicates a <br />nearly contirxious allwial fill, and no outcrops were Identified. It Is <br />felt that recent-age ailwtum should be mapped in the valley to a point <br />Just downstream (northeast) from the northeast corner of the penntt area <br />where bedrock outcrops can be identified In the valley walls. <br />The valley of Newlin Creek across the permit area Is more heavily <br />forested with pine and Juniper than the pediment capped area on either <br />side. Occasional Cottonwood trees exist within the valley. These may <br />indicate sane subsurface flay within the allwial deposits of the <br />• valley. The dry face of the excavation Indicates minimal subsurface <br />flows of water, which are for the most part depleted by Lhe vegetation <br />growing on the valley floor. <br />The lack of continuous flow In Newlin Creek Is due to diversions by <br />the City of Florence. This does rot leave enough water to create <br />significant subsurface flow In the alluvium. Newlin Creek Itself only <br />flows rarely below the City of Florence's diversion structures. Very <br />little or no water Is physically available for agricultural purposes <br />along the lower reaches of New11n Creek. Mo water rights exist an <br />Newlin Creek belay the Florence Diversions, and additional <br />appropriations would not be allowed. The rocky nature of Lhe valley <br />floor, lack of contirxious soil cover, heavy forestation of Lhe valley <br />- floor, and lack of available water rights would preclude using Lhe <br />valley of Newlin Creek for agricultural purposes. Across the permit <br />area Newlin Creek can geomorphically said to be flowing an an allwial <br />valley floor, but agriculturally the valley does not entirely fit the <br />definition of AVF persuant to Section 2.06.8.3 of the Mined land <br />Reclamation Applicator. Surface activities of the pennittee should have <br />{ ro significant affect on either surface runoff or subsurface flaw to the <br />valley of Newlin Creek. <br />
