No water rights exist <br />which would permit such activity using surface runoff In the Newlin <br />Creek basin. <br />While parts of the Newlin Creek charnel appear to fit the <br />geomorphic characteristics of alluvial valley floors, sublrrigatlon Is <br />limited by law precipttetlon, permanent diversion of the entire surface <br />and subsurface flow by the Clty of Florence, and the discontinuous <br />nature of the allwlun. No surface disturbances are planned which would <br />disrupt the Newlin Creek Charnel. Underground activities will have no <br />effect on subirrigattan in the Newlin Creek channel. <br />• Alluvium in the SSB (Including Magpie Creek above and below the <br />permanent diversion) is thin and discontinuous, exhibiting no evidence <br />of subirrlgatlon or possibility for flood irrigation. <br />t <br />
