(e) To insure the establishment of a diverse and <br />long-lasting vegetative cover, the operator will employ appropriate <br />techniques of site preparation and protection such as mechanical <br />soil conditioning by discing and ripping, mulching; soil amendments <br />and fertilizers; and irrigation. <br />(f) Methods of weed control will be employed for <br />all prohibited noxious week species, and whenever invasion of a <br />reclaimed area by other weed species seriously threatens the <br />continued development of the desired vegetation. Weed control <br />methods shall also be used whenever the inhabitation of the <br />reclaimed area by weeds threaten further spread of serious weed <br />pests to nearby areas. <br />(g) When necessary, fire lanes or access roads will <br />be constructed through the area to be planted. These lanes or <br />roads shall provide access for planting crews, supervision and <br />inspection. <br />4. Implementation of reclamation plan <br />a. Annual reports will be submitted describing reclama- <br />tion activities, effectiveness and numbers of acres involved. <br />b. All grading will be oriented toward achieving <br />approximate original contour. <br />c. All revegetation will be accomplished in a manner <br />that will establish a diverse, effective, and long-lasting <br />vegetative cover utilizing available native species. <br />d. The specific revegetation seed list will be deter- <br />mined through consultations with the BLM and MLRB. All topsoil <br />will be removed and stored in a manner that will Drotect it from <br />wind, water erosion or contamination. , <br />~- <br />
