<br />Mr. Gregg Squire <br />Division of Minerals and Geology <br />August 3, 1995 <br />Page 3 <br />Connell retains the option to construct one settling pond. I[ will be located in the <br />area of Phase One that has been mined and backfilled. The settling pond is <br />expected to be 100' x 20' x 3'. We have updated the reclamation costs to include <br />the reclamation of the pond (see enclosed Exhibit L). <br />C. Connell will seed those areas not mined down to bedrock as a measure to prevent <br />erosion and sedimentation. <br />D. The thickness of topsoil to be salvaged fur reclamation is approximately 1.5 feet. <br />Annual Rye Grass will be hand broadcast at rate of four pounds per acre on the <br />topsoil stockpiles that remain in place for longer then one growing season. <br />E. Enclosed are revised Exhibits E and F with the SCS vegetation recommendations. <br />Lazimer County requested visual screening and a landscape plan along the north, <br />south and east sides of the property as well as plantings on the islands and along <br />the shoreline. Exhibit F shows the location of the piopose~tree and shrub <br />plantings, list of plants, and the planting density. ~- ' <br />Connell will commit to watering these landscaped azeas for two yeazs. <br />Connell will mine between 10 and 15 acres per year. Five acres will be the <br />maximum amount of area left not backfilled, graded or lined at any one time. <br />Reclamation Plan <br />A. The end land use for the azeas on the west and south sides will be pasture. <br />B. It is Connell's intention to construct a liner capable of meeting the performance <br />standazds of the State Engineer's Office (SEO). If the liner is constructed <br />improperly, Connell will be responsible for the excavation and reconstruction of <br />the liner. <br />Since the reservoir liner must meet the performance standards of the SEO before <br />it is approved for water storage, the SEO should regulate the type and the number <br />of compaction tests to be preformed. It can be expected that the compaction <br />testing will occur frequently during the early phase of liner construction. Connell <br />will experiment with several compaction techniques to determine the best one. <br />Later the number of tests will be dependent on such things as change in soil type <br />of compaction method. <br />
