MINING °LAN <br />determined, as is the existence or need for a batch plant. This feature is <br />mentioned now, however, to provide some indication of this action occurring. At <br />the time that such a need should arise, more detail will be provided. The <br />location of the plant cannot be determined at this time, but it would undoubtedly <br />be somewhere in the northern portion of the permit or possibly on adjacent land <br />which might need to be added to the permit as an amendment. <br />TOPSOIL SALVAGE: Salvage of topsoil will be done by either dozer or by scraper. <br />Salvage depths will follow the recommendations included in the soil information <br />exhibit included in this permit. In summary, those recommendations were: <br />1. Salvage all soils, where soil exists, to a depth of 10" to 12" <br />2. Reduce soil stockpiling to a minimum so as to reduce degradation of the <br />soil in storage. That is, whenever possible, replace the soil on regraded <br />land immediately after removal. <br />• 3. When stockpiling is performed, the stockpiles will be seeded with a <br />rapidly growing mixture of grasses similar to those used in the final <br />revegetation program. <br />It is important to note the mining plan map shows the locations of proposed <br />stockpiles Sn Phases I through III. Unfortunately, the lay of the gravel in <br />Phases IV and V is so varied, it is not possible to show even proposed locations <br />of stockpiles. This is because it is not known exactly how these scattered and <br />highly separated bits and pieces would be operated or where access roads would be <br />located. Many of these areas are so small as mining units, stockpiling of soil <br />for more than a month or two would probably not be necessary as the soil would be <br />replaced on top of the area where the gravel was removed shortly after mining. As <br />a result, on the south end of the operation, an indication of the soil stockpile <br />locations is not provided. <br />page 5 of 10 Exhibit D <br />
