MIN1Nfi PLAN
First, it restricts visibility of the operation from Fountain or the
• Interstate until the operation daylights on the eastern edge of the extraction
area. This does not mean the operation would not be visible, but visibility would
be less than if each phase were operated from east to west.
Second, it restricts run-off from the operation. By working from west to
east, in many instances, the pit will function as a barrier to prevent or reduce
run-off entering the valleys below the operation. This will be described more
later.
EXTRACTION PRO(~SSES: The extraction of gravel on this site will be through the
use of standard procedures for upland gravel pits. In outline, this procedure is
as follows:
1. Strip the salvageable soils and stockpile, followed by
removal of subsoils and overburden.
2. Excavate a working face into the gravel deposit.
• 3. Excavate the gravels from the working face while stripping
soil and overburden ahead of the operation.
4. Process the gravels as needed to produce stockpiles of
product.
5. Dispense the product from the stockpiles.
6. When the haul distance from the mining area and processing
area becomes excessive move the processing plant closer to the
mining area.
7. Grade the mined land where extraction, processing, and
stockpiling are no longer needed. Replace overburden,
subsoil, and topsoil and seed.
8. Repeat the above steps as many times as necessary until the
operation is completed.
POSSIBLE BATCH PLANT; On the north end of the operation it is possible that a
batch plant will also be established. The location of this plant is yet to be
• page 9 of 10 Exhibit D
