1 <br />' SECTIONTHREE Scoping Results <br />' consolidate and minimize transportation corridors, and require the mining company to <br />use noise reducing devices and quiet machinery. <br />Some questions that arose and that will be addressed: <br />' • What is the decibel level noise/unit at each of the eight power settings (of the engines)? <br />• What are the noise contours? <br />' 3.6 ENERGY USE /OUTPUT <br />• A company affiliated with CAM Colorado is currently mining about 280,000 tons of coal <br />per year from the McLane Canyon Mine. The proposed expansion of production in the <br />area would increase production from the Cameo coal seam to roughly 8 million tons per <br />' year. Such an increase in volume has national implications, as power plants azound the <br />nation need Colorado's relatively high BTU, low-sulfur coal to meet EPA standazds. <br />' • The Red Cliff Mine will provide potential new supplies for the Cameo power plant, <br />which provides the Grand Valley with its energy. <br />• The Red Cliff Mine will deliver 8 million tons of coal to our nation. This will help <br />' reduce our reliance on foreign energy. Given the recent events in Iraq, Iran, and <br />Venezuela, domestic energy production is more important than ever. <br />' • My concern is about electrical power requirements for the mine and how that will be met. <br />If existing Excel generating capacity is used for this, what is the potential impact on <br />Excel customers? This is particulazly important in view of Excel Energy's current request <br />fora $210 million rate increase, its stated need for a new 750 MW coal plant, and its <br />request to have taxpayers finance the new plant before it is "used and useful". <br />' Some questions that arose and that will be addressed: <br />• What is the environmental impact of this new load requirement of 20 MW, both at its <br />place of generation as well as the processing of the additional fuel needed to generate the <br />' increased load? <br />• If existing Excel generating capacity is used to meet this need, what is the potential <br />' impact on other Excel customers regazding the need for additional generating capacity? <br />3.7 RAIL SPUR <br />• There is already a railroad unloading station in Loma and they should use this rather than <br />creating a new one in Mack where it's not wanted. <br />• On alternative would be that the location of the railroad spur be moved to access East Salt <br />Creek Wash and proceed in the Wash or that it be moved west to the old alignment of the <br />Uintah Railway. <br />• Requiring screening the track on the north side, using foliage and/or berms or lowering <br />the track into the ground may reduce the view and noise problems. Constructing grade <br />separated crossings at 10 Road, R Road, and M.8 Road will eliminate the noise <br />3-13 <br />
