•
C~
hence the waste dump area will be broadcast seeded manually. The

depth of seed drilling will range from 0.5 to 1.0 inch. All broadcast
seedings will be hand raked.
The final slopes of the reclaimed affected land will not exceed a
slope of 1:1, horizontal to vertical ratio. This slope, located at
the waste dump, will not be too steep to be traversed by livestock.
Based upon the climatic features at the mine site, Cotter Corp-
oration will begin seedbed preparation and seeding operations during
the late April to early f4ay period. This will insure that seed germin-
ation takes place during conditions when soil and ambient air temperatures
are warming concurrently with increased soil moisture and precipitation
totals.
Due to the fact that the predominate portion of the aff~=_cted land

is in the flat-lying terrain adjacent to Ralston Creek, slope and soil
stability will be assured by the use of straw mulch: The sl~~pe of the
waste dump will be stabilized by regrading it to less than the angle of
repose.
An integral part of the reclamation plan will be the ap~~lication
of a four to six inch loamy topsoil horizon to the affected land along
the Ralston Creek valley bottom. Soil stability will also be assured by
the fact that the topsoil material will be dumped and spread over the
affected land with earthmoving equipment, watered and compacted.
Imported soil materials to be revegetated will be compa~:ted to insure

against subsidence and severe erosion but not to such a high bulk density
that water and root penetration in the upper portion of the soil horizon
is reduced. The final seedbed should be firm but not heavily compacted
below the 2 to 3 inch depth. The final tillage operation be Fore seeding
E-10
