4.11.3 RETURN TO UNDERGROUND WORKINGS <br />• RAG Empire does not plan to return any coal mine waste to underground workings. <br />4.11.4 DISPOSAL OF NON-COAL WASTE <br />With the exception of the mines' demolished buildings and facilities following reclamation, all non-coal waste is disposed of <br />in the Moffat County landfill. <br />4.11.5 DAMS AND EMBANKMENTS <br />RAG Empire has no plans [o construct any dams or embankments of coal processing waste, and no coal processing waste <br />will be impounded in conjunction with the mining operations or related activities. Therefore, the requirements of [his <br />section are not applicable. <br />4.12 SLIDES AND OTHER DAMAGE <br />RAG Empire has reviewed all available geologic and geotechnical information relating to the RAG Empire site and has <br />developed an operation plan, which ensures the stability of all portal and facility areas. <br />With any mining operation, a potential exists for minor slides to occur. Should a slide occur which would potentially affect <br />public property, health, safety, or [he environment, RAG Empire will notify the Division, and in cooperation with the <br />Division, develop and implement any corrective measures, which may be required. <br />4.13 CONTEMPORANEOUS RECLAMATION <br />All backfilling, grading and topsoil replacement operations will be conducted as contemporaneously as possible. The <br />reclamation plans and timetable for the various disturbed areas are presented in Section 2.05.4 Reclamation Plan. <br />4.14 BACKFILLING AND GRADING <br />RAG Empire will backfill and grade all areas disturbed incident to underground mining activities in accordance with the <br />time schedule approved by the Division as a condition of the permit. The reclamation plan for all active disturbed areas is <br />presented in Section 2.05, Mining and Reclamation Plan. The reclamation of the Williams Fork Strip Pi[ is presented in <br />Exhibit 24, Williams Fork Ship Pi[ Reclamation Plan, respectively. <br />4.15 REVEGETATION REQUIREMENTS <br />4.15.1 GENERAL REQUIREMENTS <br />RAG Empire will establish a diverse, effective, and permanent vegetative cover on all disturbed areas within the permit <br />boundaries. The vegetative cover will consist predominantly of native species and will include adaptive introduced species <br />identified as valuable and compatible with the post-mining land use. <br />The revegetation techniques outlined in Section 2.05.4, Reclamation Plan, will be utilized to establish vegetative cover on <br />disturbed areas. The objectives of revegetation efforts will be to provide a vegetative cover, which will stabilize replaced <br />topsoil material and provide a level of erosion control equivalent to that occurring prior [o mining disturbance. <br />4.15.2 USE OF fNTRODUCED SPECIES <br />RAG Empire plans to utilize three (3) different seed mixtures to establish permanent vegetation in areas disturbed by the <br />mining and related operations.
