4.06 5 RF_CONDITIONTN(; <br />• Following topsoil replacement, the soil will be sampled and analyzed for possible deficiencies in nitrogen, potassium, <br />or phosphorus. If analysis results indicate a deficiency of any of these elements, appropriate soil amendments will be <br />applied. <br />All drill holes and portals will be sealed to meet the performance standards of this section. <br />A detailed discussion of the sealing of drill holes and underground openings is presented in Section 2.05.4, <br />Reclamation Plan. Atypical portal seal is illustrated by Figure 57, Typical Portal Seal. The No. 5 Mine portals have <br />been temporarily sealed in accordance with the MSHA sealing plan and the portal partially backfilled. Upon final <br />reclamation, the portal area will be sealed per the approved plan. <br />CEC does not plan to conduct surface blasting activities. CEC will comply with all State and Federal Laws (MSFIA) <br />which apply to the use of explosives. <br />4.09 DI PO A . OF XC .S POI .AND R RO IND DEVE .OP NT WA <br />• CEC is an underground coal mining operation; therefore, no excess spoil will be produced. Reclamation activities <br />planned for the abandoned No. 9 mine portal area and the Williams Fork Strip are presented in Section 2.05.4, <br />Reclamation Plan and Exhibit 24, Williams Fork Strip Pit Reclamation Plan, respectively. CEC plans to restore all <br />disturbed lands to the approximate original contour. <br />CEC plans to dispose of all underground development waste, not disposed of underground, in approved waste <br />disposal sites. The location of the waste disposal sites are shown graphically on the Structures and Renewable <br />Resources Map (Map 25). The design, geotechnical evaluation, and chemical characteristics of the approved waste <br />disposal sites aze presented in Exhibit 21, Waste Disposal Site. <br />CEC utilizes a rotary breaker and screen to size its product. The oversized material can be defined as coal processing <br />waste and it has been hauled to both the original refuse pile and the No. 9 portal disposal site. The designs and plans <br />for these sites have been previously approved by the DMG, and the original site details can be found in Exhibit 21. <br />As stated above, CEC uses a rotary breaker and screening process to separate oversized material from the coal <br />product.
