Public Meeting Summary <br />Wednesday, May 4, 1983 <br />• Pa ye six <br />14, Land Use - Presently, the area of these alternatives is undeveloped <br />pinyon, juniper, and a small area of agricultural lands near the train <br />loadout area. <br />15. Property Value Impact - Closer properties may be impacted by the con- <br />struction of these alternatives, <br />lh. Safety - The conveyor belt and tower bases for the aerial tramway and <br />the power stations for the pneumatic capsule pipeline would be fenced <br />to resrict access. Warning horns would he installed and utilized for a <br />safety device for conveyor belt starting and stopping. <br />17. Operational Efficiency aid Reliability - Should a failure of the belt, <br />tramway, or conveyor occur, the entire system would be shut down. The <br />Orchard Valley Mine would be forced to transport coal by some other <br />method. All alternatives would be operated during intervals in ?4 <br />hours. <br />ltt. Construction Impacts - Some non-local labor would be required for the <br />construction of these alternatives. fonstruction would require approx- <br />imately twelve months. <br />19. keclamation - The conveyor, aerial tramway, pneumatic capsule facili- <br />ties would be dismantled and removed. The re-disturbed soils would be <br />reyraded, re-topsoiled, and revegetated, Agricultural crops on the <br />alluvial valley floor would be restored where appropriate. <br />20. Postmininy Land Use and Value - Because of the low vegetative producti- <br />vity of the original landscape, it is believed that these lands could <br />• be returned to equal or better rangeland value. Ayricultural use would <br />be restored also, to equal or better value on alluvial soils. <br /> Alternative ~4 - Road and Partial Conveyor <br /> 1. Air Quality - A minimal impact to air quality would result with the <br /> operation of the road and partial conveyor. <br /> 2. Geology and Minerals - No impact would occur to geology, as no known <br /> minerals exist within the area. <br /> 3. Soils - Topsoil will be salvaged and stored. Disturbed soil areas will <br /> be revegetated to control erosion. Approximately eight acres of soils <br /> surface will be disturbed. <br /> 4. Surface Water - Sedimentation of surface water resources will occur as <br /> a resu t of construction of this alternative. As vegetation is <br /> restored, sedimentation will be lessened. <br /> 5. Groundwater - Ayricultural lands disturbed by the construction of the <br /> partia conveyor wilt be restored to agricultural use following cessa- <br /> tion of operations at the Mine. <br /> 6, Ve etation - Landscape scars would occur where vegetation is removed <br /> o~ruction, These scars will be lessened as vegetation is <br /> re-established. .Erosion and sedimentation will also be lessened with <br /> the re-establishment of vegetation, <br /> 7. Threatened and Endangered Plants, Animals, and Fishes - No known <br /> threatened and end angered plants, animals, or fishes exist within the <br /> area of the road and partial conveyor. Also, no known eagles' nests <br />occur. <br /> <br />
