L <br /> <br />J <br />Public Meeting Summary <br />Wednesday, May 4, 1983 <br />Paye four <br />be to construct a grade separation at the Farmer's Mine Road. The road <br />would be constructed over the Farmer's Mine Road and Fire Mountain Canal. <br />The road would be paved and appropriate drainage controls installed. Guard- <br />rail, warning signs, and highway markinys would be constructed on the haul <br />road. Some kind of noise barriers along the road are also anticipated. The <br />noise barrier would basically be a wooden type wall. Trucks would not he <br />run duriny 24 hours, but multiple unit trucks would be utilized. A signal <br />device for sensiny traffic would be installed on the Fa rnier's Mine Road with <br />an at-grade intersection. <br />The reclamation of the road would he to remove the asphalt, roadbase, and <br />redistribute the cuts and tills to approximate original contours. Topsoil <br />would be redistributed and the area revegetated, All noise barriers would <br />be removed. If possible, with agreement from the County government and <br />Federal and State governmental agencies in charge of reclamation, the road <br />would be left for the community benefit. <br />Comments, Questions, and Responses <br />Question: What would be the truck speed limits up and down hill? <br />Response: Trucks travel 40 mph uphill, and 25 mph downhill, <br />Question: With an at-yrade intersection at Farmer's Mine Road, would the <br />haul road be open for puhlic access? <br />Response: CWI would try to restrict access on this road, <br />Question: Could trucks stop on the steep yrades of the at-grade crossing <br />duriny the winter? <br />Response: Grades at the at-grade intersection are small enough that it is <br />believed trucks would be able to stop. <br />Question: Wouldn't constructing the haul road be shifting impacts from the <br />Steven's Gulch Road to another area? <br />Response: Yes, impacts would be shifted, but the removal of traffic from <br />State Highway 133 is imposed by stipulation by the government. <br />Question: Would there be emergency turnouts for vehicles on the haul road? <br />Response: Turnouts would be constructed at various intervals along the <br />roadway, but a runaway truck ramp is not proposed at this time. <br />Alternative p6 -Frontage Road <br />A frontage would be constructed parallel to Highway 133. A grade separation <br />would be constructed at Steven's Gulch Road. An overpass 430 ft. long with <br />2u0 ft. ramps on both sides is proposed. The overpass would be a raised <br />steel structure, because no space is available for fill. The frontage would <br />be constructed parallel to State Highway 133 between the highway and the <br />railbed, The frontage road would be of the same profile as State Highway <br />133. Multiple unit trucks would be utilized on the frontage road for 16 <br />hours daily. The same maintenance and reclamation of the haul road would he <br />utilized for the frontage road. The frontage road may he left for public <br />benefit. Roads would be 12 ft, lanes with 2 ft. shoulders. <br />
