Public Meeting <br />• May 25, 1983 <br />Page Two <br />because it did not address the problems of persons along Colorado 133, does <br />not shorten the haul, and represents safety problems because of potential <br />icing on the overpass. A discussion took place on the possibility of build- <br />ing an underpass at Steven's Gulch Road and Colorado 133. This was not pos- <br />sible because of the different types of elevations and grades that would <br />need to be designed. Input from the Colorado Department of Highways showed <br />that an underpass is not possible. <br />Pneumatic Capsule Pipeline <br />Matt highlighted the operations of a pneumatic capsule pipeline. He <br />reported that we have contacted TUBEXPRESS, the developer of the system, We <br />are currently being considered for a prototype and we are setting up a trip <br />to see the test facilities of TUBEXPRESS in Houston, Texas. Kathy reviewed <br />the impacts of the pneumatic tube at this time because the other ones have <br />been ruled out for the time being. Kathy explained the visual resource <br />management that must be considered for all alternatives. She also high- <br />lighted the noise impacts, which would be little in the case of the pneu- <br />matic capsule pipeline. The property values of the area would be affected <br />minimally because of it being buried from sight. She further stated that <br />CWI would work out problems in property values on an individual basis. The <br />• safety of the pneumatic capsule pipeline is easy to maintain and Lhere would <br />be little permanent damage to wildlife habitat. <br />Haul Road and Short Conveyor <br />Matt explained the considerations of the road and short conveyor, A truck <br />dump would be constructed at the approximate location of the CWI substation, <br />The conveyor itself would be of five general types. Types 1 and 2 are low <br />profile, type 3 is overhead structure, type 4 is trench construction, and <br />type 5 is tunnel construction, The conveyor would go under Farmer's Mine <br />road and under Fire Mountain Canal. It would also go under Colorado 133 and <br />would be fenced where required, The operations would be throughout 24 hours <br />a day. Wildlife crossings would be constructed so animals could go over or <br />under the conveyor, Those crossings would be approximately 8 ft, high and 4 <br />ft, wide, There is some affect to the visual resources from the short con- <br />veyor, This affect is experienced on both Garvin Mesa and in the Paonia <br />area, Very little affect would be experienced from noise of the conveyor, <br />Haul Road <br />The haul road would be constructed between Steven's Gulch Road and the CWI <br />storage and loadout area. The road would intersect the Steven's Gulch road <br />at the approximate location of the CWI substation, The road would be <br />asphalt paved and meet the specifications of the Colorado Department of <br />Highways. The intersection at Steven's Gulch Road would be channelized and <br />the road would have an at-grade crossing at Farmer's Mine Road. The <br />at-grade crossing would be signalized. The trucks would also be in a trench <br />in some locations, especially at Colorado 133. CWI proposed noise barriers <br />which are as follows. <br />
