MEETING NOTES • PUBLIC MEETING May 25, 1983 SUBJECT: Discussion of Transportation Alternatives Representing Colorado Westmoreland 1nc.: Chris Seglem, Art Garcia, Melvin Madril, Kathy Gordon and Matt Sakurada Chris began the meeting by stating that this meeting would be more informal than the May 4, 1983, meetiny. We had received input that CWI dominated the the last meeting and people would appreciate an opportunity to give more input. Chris reviewed the agenda as follows: alternative. 2. Discussion of the economic considerations. 3. Elimination of some of the alternatives based on community input. 1. Short presentations by CWI on alternatives and potential impacts. He asked that people hold questions until the end of discussion of each Chris emphasized that the construction of the alternatives is a timing ques- tion. The construction must weigh the financial and environmental impact considerations. He expressed hope that together we could do what was best for the community. Matt reviewed the order of presentation of alternatives as follows: 1. Aerial tram, 2. Overland Conveyor, 3. Frontage road, 4. Pneumatic capsule pipeline, 5. Road and short conveyor, 6. Private haul road, 7. Economics. Aerial Tram Matt reviewetl the requirements of the aerial tram and, based on an excessive amount of environmental impact, ruled out the aerial tram. Overland Conveyor Matt presented the information on the overland conveyor. The conveyor would be in two stages and the transfer station would he at the approximate loca- tion of the CWI substation. Matt stated that a decision on the overland conveyor would be ruled out for riyht now hecause the economic feasibility was justified only at very larye tonnages. Frontaue Road Matt discussed the requirements of the frontage road which would parallel Colorado 133. This would require an overpass at the intersection of Steven's Gulch Road and Colorado 133.
