Public Meetiny Summary <br />Wednesday, May 4, 1983 <br />• Page nine <br />19. Reclamation - Pavement and roadbase would be removed, excavated areas <br />6ackfilled, and topsoil redistributed, Disturbed areas would be <br />reveyetated, Agricultural Crops would be restored in appropriate areas <br />of the alluvial valley floor. Upon agreement of Federal, State, and <br />local yovernment agencies, the haul road might be transferred to County <br />ownership following cessation of operations at the Mine. <br />20. Postmining Land Use and Value - The ranyeland and agricultural uses of <br />the area of the haul road would be of equal or better value, Should <br />the haul road be left for public use, access to Federal lands north of <br />the Orchard Valley Mine might be improved. <br />Alternative ~6 - Frontage Road <br />1. Air Quality - Minimal impact would occur to air quality as a result of <br />this alternative. <br />2. Geology and Minerals - Because no mineral resources exist within this <br />area, no impact on yeology and minerals would occur. <br />3. Sails - Approximately 7.A acres of soil surface would be disturbed with <br />the construction of this alternative. Topsoil would be salvaged and <br />stored. Erosion of soils would occur until vegetation is re-estab- <br />lished. <br />4, Surface Water - Sedimentation of surface water would occur until veye- <br />tation is re-established. <br />• 5. Ground Water - The hydroloyic functions of the alluvial valley floor <br />would be restored upon cessation of operations at the Drchard Valley <br />Mine. <br />6. Ve elation - Approximately 7,A acres of disturbance would occur, creat- <br />in~cape scars. As veyetation is re-established, these scars <br />would be lessened. Erosion sedimentation would also be lessened with <br />the re-establishment of veyetation. <br />7, Threatened and Endangered Plants, Animals, and Fishes - No known <br />threatened or endangered plants, animals, or fishes exist within the <br />area of this alternative. <br />8. Wildlife - Some decrease in wildlife habitat and highway mortality <br />might occur with the construction of this alternative. <br />9. Cultural/Historical Values - No known cultural or historical values <br />exist within the area of this alternative. <br />10. Visual Resource Management - A long-term impact would be created with <br />the construction of a frontage road and overpass. The overpass would <br />be a focal element and landscape scar. <br />11. Recreation Values - Some impact on hunting might occur with the con- <br />struction of this alternative. <br />12. Noise - Intermittent, moderate levels of noise would occur with truck- <br /> my on the frontage road. <br /> 13. Special Designated Areas - No known special designated areas occur <br /> within the areas of this alternative. <br /> 14. Land Use - A small area of pinyon/juniper and some agricultural lands <br /> are within the area of this alternative. A State Highway and railroad <br /> fill also occur in this area. <br />
