Mr. Burke Lokey -3- December 9, 1983
E. Exhibit F - Proof of Compliance with Local Government Zonlnq
1. When will the County Commissioners be determining compliance
for these sites? Please provide proof of compliance at the
earliest convenience.
II. QUESTIONS FOR A PARTICULAR PERMIT APPLICATION
A. Exhibit A - Legal Description
1. Two Road Graved Pit, F11e No. 83-217: The legal description
is only to the nearest quarter section. Pursuant to Rule 3.11{7)
of the Rules and Regulations, please provide the legal description
to the nearest quarter quarter section.
B. Exhibit B - Mining Plan
1. Wright Draw Gravel Pit, File No. 83-215: The BLM Imposed a
stipulation to build a sedimentation pond; however, during the
Division's review of this application there 1s no mention of a
sedimentation pond. Please specify the pond's location, dimension,
method of construction, and any other applicable information.
2. Two Road Gravel Pit, Divide Road Borrow Pit, and A.2 Road
Gravel Pit, File No's. 83-217, 83-218 and 83-219, respectively: The
text for these three permit applications specify soil overburden
from future excavation will be stockpiled for reclamation
purposes. Since this statement only applies to future excavation
and these sites haves been extensively mined in the past, where is
the topsoil from they previously mined areas? If this material was
lost, it is then the County's responsibility to locate and
transport topsoil from another site to replace the material lost.
3. A.2 Road Gravl Pit, file No. 83-219: The text specifies one
foot of topsoil will be salvaged but only four to six inches of
topsoil will be returned to reclaimed slopes. Please explain why
less material will be returned to the area then salvaged.
C. Exhibit E - Reclamation Plan
1. Wright Draw Gravel Pit, File No. 83-215: The Division is very
concerned with the County's ability to reclaim this site due to the
problems encountered by Brown b Root, Inc. in trying to reclaim a
nearby site. Due to the extreme xeric nature of this area, the
County should commit to incorporating organic material into the
plant growth medium. Also, the area should be mulched (to conserve
moisture) and fertilized. Please specify the rate of organic
matter, and rate and type of mulch and fertilizer to be used on the
site.
