Mr. Burke Lokey ' -2- December 9, 1983
3. Due to the sporadic nature of county operations, the operator
is directed to Rule 1.6 (speclflcally Rule 1.62) of the Rules and
Regulations pertaining to temporary cessation. If any part of this
rule and regulation is applicable to Mesa County, please specify
the applicable statements.
4. To what depth will mining occur?
5. Has the access roads to each site been included as permitted
acreage? If the access road is specifically for the mine, 1t must
be included as permitted, affected acreage (please change the
acreage amount accordingly). If, however, the access road was
already present and is not speclflcally for the mine site, it does
not have to be included as permitted acreage.
6. The following questions pertaining to the topsoil stockpiles.
A. Where will the stockpile(s) be located in the future?
B. What are the slope gradients for the stockpile(s)? The
Division recommends a gradient no steeper than 3h:ly.
C. If the sto<kpile(s) is to last for more than one growing
season, it muss: be seeded to maintain soil quality and soil
quantity. Whai: seed mixture will be used and at what rate
will the species be planted? The Division recommends a seed
mixture incorporating at least two different grass species
and, if possible, a legume species.
B. Exhibit D - Soils and Vegetation Information
1. The soils and vegetation Information provided for this exhibit
is lacking in detail. Site specific soils information 1s needed,
as can be obtained from the applicable Soil Conservation Service
Soils Survey, and site specific vegetation information (percent
cover) is required, as can be obtained from the Soil Conservation
Service (request a completed CO-ECS-2 form).
D. Exhibit E - Rec"lamation Plan
1. It is stated in each of the applications that reclaimed slopes
would be graded to 3ti:ly or to existing natural slopes in the area,
whichever applies. Nlesa County needs to specify the existing
natural slopes at each of the mine sites so that the Division is
aware of the maximum reclaimable slope.
2. Does the County plan to use any mulches or fertilizers at the
site? If so, please specify type and rate of the mulch and
fertilizer. (If the fertilizer rate is unknown, the County could
specify no rate of application but that prior to seeding, soil
samples and appropriate soil tests would be taken and the
appropriate amount would be applied.)
