Because of recent <br />complaints in the general azea by well owners that mining operations have drawn down <br />water levels, it is recommended that the operator installs and monitors several wells in the <br />area adjacent to the mine or that he monitors existing wells nearby. <br />[t is also stated, "They have put together a Storm Water Management Plan as part of the <br />requirement of the State's Storm Water and Process Water Discharge Permit." Has this <br />plan been submitted to and approved by the Colorado Department of Health? Since the <br />Division is responsible for inspecting in-place structures built on the mine site as part of <br />the Storm Water Management Plan, a copy of the plan must be provided to the Division. <br />The reason for this is that the Division must bond for adequate reclamation of any <br />structures required by the Storm Water Plan. <br />C. Resolved. <br />D. Resolved in relation to topsoil thickness. Since 1.5 feet is being salvaged, why is only <br />6 inches being replaced? What will happen to the rest of the topsoil? To grow good <br />vegetation for pasture, the Division recommends at least one foot of topsoil. <br />Why is annual rye grass being used to stabilize topsoil stockpiles? This grass will die <br />afrer one year, leaving the stockpile unprotected afrer one year. Also, a rate of four <br />pounds per acre, hand broadcasted, seems very low. Please justify this species and <br />seeding rate or provide an alternative that will protect topsoil from erosion on a long-term <br />basis. <br />E. and F. Resolved. <br />3. Reclamation Plan <br />A. Resolved. <br />B. Please see and respond to the attached memo from A11en Sorenson regarding testing <br />during the installation of the reservoir liner. _ <br />C. Resolved. <br />D. Please see our comment under 2.D. <br />E. The revised Exhibit E, page 8, of the application still contains statements such as: <br />"Grasses planted in eazly spring should be warm season cover crops"; "The permanent <br />grass seed should then be drilled ..."; and "The straw should then be crimped ..." In all <br />cases, the word "should" must be replaced with the word "will" for the language to be <br />acceptable to the Division and enforceable. <br />
