I note that a building is shown on the property of Thomas and Atta <br />Franslet that is within 200' of the boundaries of the affected land. <br />I You should show, as per section 34-32-115(4)(d) of the Mined Land <br />~~ Reclamation Act, that the mining activities will not affect the stability <br />of this structure, or that you have an agreement with the Franslets that <br />any damage to the structure will be properly compensated by Crowley County. <br />What is this building? <br />2. The locations of present and planned topsoil stockpiles should be <br />~] shown on the map. They should be in locations that are protected from <br />the day-to-day mining operations. <br />\'3. The locations of product stockpiles (gravel) should be shown on the <br />map. <br />14. I have enclosed a copy of this map to allow you to make the necessary <br />v additions. <br />Exhibit D <br />.y 1. What is the approximate planned depth of mining over this site? <br />,f 2. What are the typical working face slopes of the active mining area? <br />3. The reclamation plan supplied by the S.C.S. indicates that available <br />topsoil will be slavaged. The soils information provided seems to indicate <br />that about 5" of gravelly topsoil is available for use on the site. Even <br />if topsoil has not been salvaged to date, all further available topsoil <br />\~ should be stripped an~i stockpiled for use in reclamation. The reclamation <br />plan also mentions the possibility of topsoil being brought in to the site in <br />order for the revegetation plan to work. If such material is not easily <br />available, it becomes even more important to salvage surface material for <br />use in reclamation. Please clarify your plans in this regard. <br />i <br />4. All topsoil stockpiles left for one growing season or longer should <br />~ be planted with a perennial grass cover crop for purposes of stabilization. <br />I suggest Western wheatgrass at a broadcast rate of 6.0 lbs. PLS/acre. <br />Exhibit E <br />J 1. I find the reclamation plan submitted by the S.C.S. to be satisfactory <br />for the site, given my comments given above concerning topsoil. This plan <br />presumes the availability of topsoil as a part of the plan. Vour planned <br />replacement depth of -topsoil should be mentioned. <br />2. Some small amount of a legume (such as Yellow sweetclover at a <br />drilled rate of 0.5 ll>s. PLS/acre) in the seed mix would add to long-term <br />soil fertility and increase the likelihood of successful revegetation. <br />I suggest such an addition. <br />
