C~ <br />3.1.9 TopsoiGng <br />• <br />(1) All topsoil will be removed and segregated from overburden and other spoil material. <br />Some topsoil may be removed from the site and sold. The Operator does commit to <br />keeping adequate topsoil available to complete the reclamation as proposed. All <br />topsoil stockpiles will be placed to minimize erosion with the construction of <br />entrapment swales for on-site containment. If topsoil stockpiles are left unused for <br />more than 6 months, they will be revegetated with a quick growing cover to minimize <br />wind and water erosion. Soil amendments are not proposed for this material due to <br />the high organic content. <br />(2) The site is heavily forested under existing conditions. The Operator will remove all <br />woody material from the site prior to mining and will make a reasonable effort to use <br />the timber for a beneficial use. <br />(3) The proposed locations of topsoil stockpiles were selected to minimize erosion and to <br />avoid disturbance from the mining operations. <br />(4) The proposed location at the uphill side of the permit will allow for minimal handling <br />prior to replacing the topsoil. <br />(5) The Operator will commit to replacing topsoil to insure stability and to eliminate <br />slippage zones. <br />3.1.10 Revegetation <br />(1) The Operator commits to a revegetation plan that will provide adequate interim <br />coverage prior to a future residential homesite development plan. The revegetation is <br />adequate to provide reclamation even in the event that no additional use of the land <br />occurs. <br />The proposed revegetation plan provides for a diverse cover of the land and for long term <br />reclamation. All appropriate measures required to establish a healthy stand of vegetation will <br />be taken as appropriate. The proposed seed mixture for this site was chosen from a State <br />Highway Department mix that was approved for the adjacent permit M-91-076. This grass <br />mixture has worked well in this climate and at this altitude. <br />Weed control will be done primarily by mechanical methods and will be employed for all <br />noxious weed species that could potentially invade the site. Periodic mowing would be done <br />when weeds reach a height of 6 to 12 inches in the first growing season. Control through <br />herbicides will only be employed as a last resort if mechanical control methods are not <br />effective. <br />The adjacent property is forested and belongs to the same property owner. The proposed <br />mining and reclamation plan provides adequate access to the site in the event of a forest fire. <br />The State Highway located on the eastern border of the permit provides easy access for all <br />fire vehicles. The Operator has an approved access permit to the property. A copy of the <br />permit is attached for reference. <br />E-3 <br />
