• prevent access to the mine workings by people, livestock, fish and <br />wildlife, and machinery. No drainage is anticipated to enter surface <br />waters from behind the sealed entries. Because no water will be <br />expected to be encountered during the mining, Sunbelt does not <br />anticipate any discharge from the permanently abandoned mine portals. <br />The abandonment procedures far the portal areas are as follows: <br />1) A seal will be placed on the portal entries to a point where <br />the overburden is at least 3 times the height of the coal seam. <br />This seal will be of reinforced concrete of at least 12 inches <br />thick and keyed 12 inches into the coal or to the rock contact. <br />Concrete will be reinforced with a mat of }-inch rebar, 12 <br />inches each direction, on each face. Grouting will be used, if <br />necessary, to provide for a more uniform seal around the coal <br />or rock contact. <br />• 2) Earth fill will extend into each portal opening a distance of <br />at least 12 feet. <br />3) The exposed coal outcrop will be covered with a minimum of 4 <br />feet of non-combustible earth material to protect against <br />spontaneous combustion. <br />No mine shafts are anticipated to be needed. <br />As mentioned in Section 4.07.2, no surface exploration drilling is <br />anticipated. However, if drilling is necessary, each exploration hole, <br />other borehole, well, or other exposed drill opening, will be cased and <br />sealed. The measures to be used to plug, case, or manage exploration <br />holes, other boreholes, wells, or other drill hole openings within the <br />permit area will include filling the hole or opening with cuttings or <br />inert material until it is level with the surface. Those holes which <br />flow, or might flow, as a result of artesian conditions will be <br />• cemented, and any holes which penetrate two or more aquifers with <br />4.07-2 <br />
