1 <br /> ' has utilized this area to a limited extent, it has never been used <br /> by this operator for gravel mining purposes . It is included in <br /> ' this permit for several reasons : <br /> 1 . It is possible that if this site were utilized as a <br /> ' material source for highway construction this area might be of use <br /> to that party. <br /> 2 . Evidence to prove whether this area was mined after 1976 <br /> ' is not readily available under the time constraints required in the <br /> preparation of this permit. <br /> ' 3 . In order to reclaim the entire site and make it Evailable <br /> for possible future development by other parties , this area needs <br /> to be reclaimed. <br /> ' It is the belief of this applicant that the eastern portion of <br /> this pit should not actually be in the permit because it is <br /> believed to be a pre-law disturbance. <br /> ' WATER RESOURCES : The berm to be constructed at the base of the pit <br /> slopes to retain runoff until it can percolate into the gravels <br /> ' will be maintained until at least the slope is revegetated to the <br /> point where sedimentation resulting from erosion has been <br /> controlled. It should be pointed out that erosion of these slopes <br /> can be controlled, but cannot be prevented - erosion is a natural <br /> ' process that occurs on any land that has a slope . <br /> Once the danger of uncontrolled runoff has been eliminated <br /> ' through revegetation, the retention berm will be eliminated if <br /> evidence shows the amount of runoff from the revegetated land does <br /> not present a continued problem for the sawmill operation. <br /> ' WILDLIFE: Wildlife on the site is extremely limited. Occasionally <br /> deer may wander through the area, but generally wildlife resources <br /> are limited to ground squirrels , mice, and birds . The revegetation <br /> ' of the pit slopes will provide additional habitat for these animals <br /> and should offer additional forage value for deer. <br /> ' GROWTH MEDIUM REPLACEMENT (TOPSOILING) : As discussed in the site <br /> description portion of this application (Exhibit B) , soil resources <br /> on this site are extremely limited. Much of the soil was removed <br /> previously by other operators , probably the Colorado Division of <br /> Highways . No soil was saved in those pre-law operations . <br /> Therefore, much of the growth medium must be created out of the <br /> remaining gravels with minor supplementation from the little <br /> ' existing soil on the site . <br /> It is possible that soil could be imported from developments <br /> nearby this site. That is , if a home is being constructed and <br /> there are excess soils available that must be disposed of the site <br /> t could be offered as a disposal area for those soils . At least two <br /> factors may act , however, to make this soil source not available. <br /> ' 2 <br /> 1 it <br />
