<br />Water and Air Quality Control Techniques. GEC Minerals, Inc. has <br />taken comprehensive steps to comply with the Clean Water Act <br />through drainage and sediment control plans described in Section <br />2.05.3. In addition, GEC Minerals, Inc. has obtained an NPDES <br />Permit for discharging water from the Colorado State Department of <br />Health. Compliance with this permit serves to effect the compliance <br />with the Clean Water Act and the Colorado Water Control Act. A <br />copy of this permit is presented in Exhibit 6, NPDES Permit. <br />GEC Minerals, Inc. currently has on file an application for an <br />Air Quality Emission Permit from the Colorado Department of Health <br />Air Quality Division. Fugitive dust control measures are an <br />integral part of the mining and reclamation operations. Compliance <br />with this permit serves to effect compliance with the Clean Air Act <br />and the Colorado Pollution Act. Additional air pollution control <br />measures are described in detail in Section 2.05.6. <br />• 2.05.5 Post-Mining Land Uses <br />GEC Minerals, Inc. plans to implement the reclamation plan as <br />contained in Section 2.05.4 which will restore the disturbed land <br />to a rangeland and wildlife land use. This will be accomplished by <br />the grading of the overburden backfill area which will create an <br />approximate original contour and will restore all drainage patterns <br />to their original function. Redistribution of subsoil, topsoil <br />and seeding of the appropriate seed mixture for the designated land <br />use will follow. Erosion by wind and water will be controlled on <br />the graded and topsoiled areas through the use of mulch and contour <br />furrows until the revegetation effort has been completed. <br />Lands will be protected by noxious weeds and insects by methods <br />recommended by the Colorado State University Extension Service. <br />Animal grazing will be prohibited until stands of vegetation are <br />established and can support grazing pressure. <br />• Post-mining land uses consisting of rangeland and wildlife habitat <br />are identical to the pre-mining land use found in the area.
