From the beginning it is essential to review the mine <br />areas as it currently exists. The area has seen considerable <br />disturbance from underground and surface coal mining operations <br />conducted during the previous 50 to 60 years. Previous operators <br />made no attempt to perform any reclamation work. The reclamation <br />plan which GEC Minerals, Inc. currently utilizes cannot be applied <br />to numerous disturbed areas simply because topsoil has been destroyed <br />within some of these areas. However, the reclamation plan set <br />forth herein is fully applicable to all lands within the mined land <br />area which are in an undisturbed state and in as much as possible <br />to areas which have been previously disturbed. The reclamation <br />time table for the aspects of reclamation are indicated in Table <br />2.05-3, Affected Area for Mining and Reclamation. <br />• Reclamation Cost Estimates. A detailed estimate of the cost of <br />reclamation incurred by GEC Minerals, Inc. which is required to be <br />covered by the Performance Bond is located in Exhibit 21 of this <br />application. In addition, supporting calculations for these <br />estimates are also found in Exhibit 21.
