If active nest sites are located, then access road development plans and or drill hole <br />locations will be modified so that nest sites are not adversely affected or development timing be constrained to <br />preclude impacts during the breeding season (May 1 -July 31). <br />(12) Drilling activities will be prohibited from December 1 to April 30 to protect elk on the winter range <br />for drill holes ECM OS-24 and ECM 06-30. <br />(13) Licensee shall immediately cease operations in areas where any antiquities or other objects of historic <br />or cultural significance, or items of scientific interest aze discovered. Licensee shall bring the discovery to the <br />attention of the Disvict Ranger. Any such discoveries shall be left intact until the operator is permitted to proceed by <br />the AO. <br />(14) Licensee will be held responsible for all damage to fences, cattle guazds, resource improvements, <br />roads, and other structures on NFS lands which result from their operations. The FS must be notified of damages as <br />soon as possible. <br />(15) Gates must be closed after envy unless otherwise specified. <br />(16) All drill holes must be plugged in accordance with Federal and State regulations. <br />' ~ (17) Any exploration drill holes that encounter water and are selected to become long-term ground water <br />monitoring holes must be approved by the FS. <br />(18) Fire suppression equipment must be available to all personnel working at the project sites. Equipment <br />must include at least one hand tool per crew member (e.g. shovels) and one properly rated fire extinguisher per <br />vehicle and/or internal combustion engine. <br />(19) All gasoline, diesel, and steam-powered equipment must be equipped with effective spark arresters or <br />mufflers. Spazk arresters must meet FS specifications discussed in the "General Purpose and Locomotive (GP/L) <br />Spark Arrester Guide, Volume 1, April, 1988"; and "Multi-position Small Engine (MSE) Spark Arrester Guide, <br />April, 1989". In addition, all electrical equipment must be properly insulated to prevent sparks. <br />(20) Licensee will be held responsible for damage and suppression costs for fires started as a result of <br />operations to the extent permitted by State and Federal law. Fires must be reported to the FS as soon as possible. <br />(21) The FS reserves [be right to suspend operations during periods of high fire potential. The FS will <br />provide licensee as much advance notice of anticipated closure orders as possible. <br />(22) Unauthorized off-road vehicle travel is prohibited. <br />(23) Harassment of wildlife and livestock is prohibited. If stock is in the project area, extra precautions <br />must be taken by the operator and their contractors to ensure that stock are not pushed out of the currently occupied <br />grazing unit. <br />(24) Licensee must clean up and remove all drilling equipment, surplus materials (cement, etc.), trash, <br />gazbage, flagging, vehicles, and other such materials from NFS lands. <br />(25) Disposal of sewage and trash will be at an authorized disposal site off the Forest.
