If more than one drill site is utilized during drilling activities, <br />portable toilets will be provided at each site. <br />(26) New temporary roads will be closed to public motorized access. These roads will be gated and locked <br />as directed by the FS. <br />(27) Surface disturbance will be minimized to the extent reasonably feasible in order to limit potential <br />impacts. Soil that is removed from alt new disturbance areas will be windrowed or stockpiled for use in reclamation <br />Topsoil will be segregated from subsoil and stored at a depth no greater than that prescribed by the Paonia District <br />Ranger. No soil generated from excavation, slide removal or other operations shall be deposited within 100 lineal <br />feet of any drainage with flowing water. <br />(28) Licensee will be required to hold a FS timber contract if merchantable timber will be removed during <br />construction operations. Licensee shall be charged the value of the trees removed. Controlled felling techniques will <br />be used. Any slash generated from tree removal operations shall be lopped and scattered to a maximum depth of 2 <br />feet. <br />(29) The road surface width will not exceed 14 ft. except in locations which require curve widening. These <br />locations must be identified on the ground and approved. by the Paonia District Ranger. <br />(30) Licensee will be responsible for controlling sediment on the drill pads and roads. Sediment control <br />devices will be used and may include (but aze not limited to) silt fence, straw bales or wattles. <br />(31) All drilling fluids, mud, and cuttings must be contained on the project site in mud pits or portable <br />containers. The pit must not be used for disposal of gazbage, trash, or other refuse. Unattended pits will be fenced <br />to keep out livestock and wildlife. <br />(32) Mud pits must be allowed to dry or pumped before they aze backfilled and reclaimed. Mud pits must <br />be enclosed by a 4-strand, bazbed wire fence, or other type of barricade approved by the FS, until they are dpi ~~ <br />(33) Reclamation efforts will be diligently pursued to insure that a minimum of ground cover is estab'tished',n - <br />on all disturbed azeas; a minimum 80% of the surrounding undisturbed azeas. _c ~ ~ ~ <br />i ~% <br />~ -' <br />i:,Cti <br />(34) Reclamation of pad sites and road decommissioning will involve regrading to approximate original ~ ., <br />contour, reestablishing drainage, soil replacement, and reseeding the disturbed azeas. Reclamation activities~iill - __ <br />commence immediately after drilling activities aze complete. New temporary roads will be decommissioned~y ~ '~ ~ <br />obliteration once no longer needed for access. The land surface will be resumed [o approximate original cont~gr, <br />and seeded with the approved seed mix for NFS lands. All drainage structures shall be maintained and apprd`v2d <br />prior to closure of the route. All disturbed azeas shall be seeded with [he approved seed mixture immediately to <br />prevent noxious weed infestation. The point of access where applicable, will be blocked as directed by the FS so as <br />to prevent motorized use of the obliterated road. To discourage access and use of reclaimed azeas, natural barriers <br />and signs will be placed neaz the paint where project roads have been obliterated. The FS officer will identify <br />barrier locations and techniques. <br />(35) Licensee and/or [heir contractors will be responsible for containment and remediation of any spills of <br />fuels, oil, and other hazardous materials. My spills of fitels, oil, and other hazazdous materials [hat must be reported <br />to agencies must also be reported to the FS immediately. Immediate containment and cleanup will be required <br />consistent with the licensee's Spill Prevention, Control, and Countermeasures (SPCC) plan. Any contaminated soil <br />will be removed from the forest prior to reclamation. <br />(36) Licensee will be responsible for reclaiming any portion of NFS Trail 806 to a condition suitable for <br />trail use as directed by the FS. <br />r,~ <br />
