that it agreed with the conclusions of the Revey Report, i.e. that there exists almost no <br />chance that the proposed operation would negatively affect the stability of underground <br />coal mine workings or exacerbate natural spalling of rock from adjacent slopes and cliff <br />faces resulting in damage to structures on adjacent lands. <br />15. ~. At the recommendation of the Division and with the Applicant's concurrence ,the Boazd, <br />having considered the evidence concerning potential geologic hazards caused by the <br />proposed operation, has determined to add Condition #I that requires the Applicant to <br />monitor ground vibrations for operations that have the potential to cause ground <br />vibrations. Ground vibration monitoring will be required at the commencement of <br />- ~ , . , corrimercial operations at the project site and will continue for 30 daysunless monitoring <br />shows,vibrations that could result in offsite damages. Monitoring will'be conducted <br />according to a plan submitted by the Applicant within 30 days of the Boazd hearing. The <br />monitoring plan must be approved by the Division, and all costs for the monitoring plan <br />aze the responsibility of the Applicant. <br />16. The weight of the evidence, together with the addition of Condition #1, demonstrate that <br />the Applicant has met the minimum requirements ofRule 6.5. <br />17. Issue 7(E): Minimization of Potential Impacts to Prevailing Hydrologic Balance of <br />Carbon Irrigation Ditch (Rule 3.1.6}. Rule 3.1.6 requires an applicant to minimize <br />disturbances to the hydrologic balance of the affected Land and of the surrounding area <br />and to the quantity or quality of surface and groundwater systems during mining and <br />reclamation. The Applicant has agreed not to store hazardous materials at the site and <br />will provide fuel and maintenance services on a daily basis.
