Please address this topic and indicate if <br />the Colorado Department of Health-Water Quality Control Division has been contacted <br />concerning whether or not a storm water permit will be necessary for this operation. <br />Other concerns about potential impact to Peck Creek are addressed in more detail under <br />section 6.4.5 and 6.4.7. <br />(d) Under Exhibit L, the application indicates that no more than 20 acres will be disturbed at <br />any given time, however, this section does not specify how this will be delineated and <br />monitored as mining progresses through the mine life. This should be clearly illustrated, <br />both through more detailed descriptions of the projected 20 acre phases and through the <br />use of maps to identify these phases. In addition, the Division will need to be informed <br />annually (probably through use of the Annual Report) about any progress in mining and <br />reclamation so that we can properly track the reclamation liability. <br />(e) Although an approximate timetable for the life of the mine has been described, a <br />timetable for the purpose of establishing the relationship between mining and reclamation <br />during the different 20 acre phases has not been clearly identified. This timetable should <br />include: <br />(I) An estimate of the periods of time which will be required for each 20 acre <br />phase; <br />(ii) A description of the size and location of each area to be worked during each <br />20 acre phase; <br />(iii) an outline of the sequence in which each stage or 20 acre phase of the <br />operation will be carried out. <br />(f) Please identify on the mining plan map where the topsoil stockpiles that will be used <br />during reclamation will be located. This is addressed in more detail under Exhibit E. <br />Also, the deepest depth of the deposit (20 feet) should be used to calculate backfilling and <br />sloping. <br />An additional mining plan map may be necessary to depict the various 20 acre phases. <br />6.4.5 EXHIBIT E- Reclamation Plan <br />The application indicates that the entire area could be mined for "slab rock", however, the <br />reclamation plan indicates that this is unlikely and only stage or phase 1 will likely incur slab <br />rock mining. The mining and reclamation plan should be consistent with respect to what <br />activities will occur on this site. Since this application indicates that the entire pernritted area <br />could be slab mined the Division must review the application anticipating those impacts.
