<br />M-97-071 <br />Page 3 <br />See section (e) above. <br />(I) Aerial photos, if available, may be included in this section. <br />6.4.4 EXHIBIT D- Mining Plan <br />[n general, the mining plan is going to require some fine tuning to define exactly what the extent <br />of the various disturbances will be. The mining plan map shows that the entire site is subject to <br />slab mining while there aze numerous references throughout the application suggesting that slab <br />mining will mostly be reserved for areas within phase 1. It is extremely important to flesh out <br />the mining plan in order to determine what impact this will have on the ability to adequately <br />reclaim this site. For instance, if slab mining is conducted as illustrated on the mining plan map, <br />some drainage channel reconstruction would probably become necessary for the Peck Creek <br />Tributary. This would obviously involve detailed hydrologic modeling and channel design. <br />Also many of the structures that the application has indicated will not be impacted, could be <br />impacted due to their proximity to the slab mining. In the first paragraph of the reclamation plan <br />it is stated that slab mining will probably only occur in the Phase 1 area, with Phase 2 being used <br />mostly for surface rock removal. Perhaps this application should be predicated on slab mining <br />occurring only in the Phase l area and surface rock removal being allowed in both phases. [f <br />additional slab mining is desired in the Phase 2 azea in the future, an amendment could be <br />obtained at that time which would address some of the more complex issues that are really not <br />germaine to the immediate mining future of this site. Otherwise, based on the current <br />application, numerous complex adequacy issues will need to be addressed prior to rendering a <br />decision. <br />Following is a list of concerns with this application's mining plan that will need to be addressed <br />before a decision can be made. <br />(a) Generally, the information submitted with the application and describing the proposed <br />mining plan is adequate, however, much more detail about how mining and reclamation <br />will be conducted within each phase is required. Atypical sketch of the mining and <br />reclamation procedure for each 20 acre phase should be provided. This sketch should <br />include topsoil stockpile locations, overburden stockpile locations, equipment storage <br />areas, fuel storage areas, product stockpile areas, access road locations, etc. <br />(c) Under this section (water diversions and impoundments) the application indicates that no <br />surface or subsurface water rights will be affected during [he mining operation, however, <br />surface runoff from disturbed areas will drain into and through a tributary branch of Peck <br />Creek, which appears to be an ephemeral drainage. The operator may want to install <br />upland diversions to divert surface runoff away from the disturbed areas, and/or install <br />sediment traps below the disturbed areas to capture any excess sediment that could be <br />
