Mr. John Haines

-2- September 30, 1983
~ ~ 3. Mhere will the topsoil stockpile for each phase be located and how
many cubic yards will be stockpiled in each?
4. Topsoil to be stockpiled for greater than 1 growing season should
~ ~ have a perennial grass cover crop planted to aid 1n protecting the
topsoil from wind and water erosion.
5. The proposed mining activity 1s located ~n an inside bend of the
South Platt River which is subject to frequent flooding. In order to
reduce the potential of the river causing a breach in the pond and
potentially altering course, the staff recommends that the operator
commit to maintaining a minimum undisturbed setback of 200 feet from the
east high water line of the South Platte River and the mining activity.
D K The east high water line in this case can be defined as that point where
the sand bar ends and cottonwood trees are actively growing. The
presence of existing vegetation with their associated roots will
significantly assist in stabilizing the setback to maintain the integrity
of the proposed lake.
C. Exhibit E - Reclamation Plan
DK

1~ Please state the average haul distance for topsoil replacement from
the topsoil stockpile for each phase of mining.
2. Please justify the application of 200
seeding. The staff would suggest that this
~ ~ and could potentially burn the seed and your
necessary, the staff would suggest that the
fertilizer during the 2nd growing season to
during the first year.
lbs/acre of P205 prior to
amount of phosphorus is high
iy seedlings. If deemed
operator apply a balanced
avoid encouraging weed growth
3. To reduce the cost of mulch on this site and increase the
p K effectiveness, the staff recommends that the operator drill seed winter
wheat, by incorporating this species into the seed mix.
4. The proposed seed mix contains an excessive pure live seed rate for
each species. The staff suggests that the operator consider using the
Off- following grass seed mix which has been figured at 50 pure live seeds per
square foot.
Intermediate wheatgrass 4.7 lbs. PLS/acre
Perennial ryegrass 2.2 lbs. PLS/acre
Orchard grass 1.0 lbs. PLS/acre
Smooth brome 3.0 lbs. PLS/acre
Hinter wheat (mulch) 12.0 lbs. PLS/acre
Yellow sweetclover .5 lbs. PLS/acre
This seed mix should be planted between July 15 - August 15 for maximum
benefit of the winter wheat mulch.
