In order to <br />reduce the potential of the river causing a breach in the pond and <br />potentially altering course, the staff recommends that the operator <br />commit to maintaining a minimum undisturbed setback of 200 feet from the <br />east high water line of the South Platte River and the mining activity. <br />D K The east high water line in this case can be defined as that point where <br />the sand bar ends and cottonwood trees are actively growing. The <br />presence of existing vegetation with their associated roots will <br />significantly assist in stabilizing the setback to maintain the integrity <br />of the proposed lake. <br />C.
