<br /> <br />Norm Arends -3- August 15, 1983 <br />Exhibit E <br />1. The reclamation plan does not speak to the reestablishment of the <br />cnannel of the Smoky Hill River. Merely mining across the meander of the <br />river to a depth of 10' will totally disrupt the flows of the river and <br />may cause effects both upstream and downstream of the planned operation. <br />The existing meander channel to the north of the operation may or may not <br />continue to function. The reclamation plan should detail how the channel <br />of the river will be reestablished, either by creating a new channel <br />through the permit area or routing flows back into the existing meander <br />channel to the north of the operation. The potential upstream and <br />downstream impacts should be considered and minimized to the extent <br />possible. The ends of the reclaimed channel where the river enters and <br />leaves the area should be sloped at no greater than 10 H:1 V to provide a <br />smooth transition for water into and out of the reclaimed area and to <br />minimize the chances of off-site erosion. <br />2. The reclamation plan should describe the typical cross-section <br />reclamation of the stream channel, describing to what level re vegetation <br />(including topsoiling) will occur and how the stream channel will be <br />reconstructed. Bank slopes should be no steeper than 3 H:1 V (as per the <br />S.C.S. reclamation plan). Across-sectional drawing might be useful in <br />this regard. <br />~. The S.C.S. plan suggests diversions above the newly planted areas to <br />protect them from runoff (and erosion). Please describe where such <br />diversions will be placed. <br />4. Please note that the seeding rates given to you for the revegetation <br />mixture are drilled rates. If you choose to broadcast the seed and rake <br />it in, all rates must be doubled. <br />Exhibit F <br />1. A separate reclamation plan map showing planned final contours of the <br />reclaimed area should be submitted to us as per Rule 2.12(6). This is <br />especially crucial considering the fact that the stream channel of the <br />Smoky Hill River is to be reconstructed as a part of this operation. <br />This map should be a topographic map (with contour lines) and should be <br />related to the reclamation p}an (Exhibit E) as closely as possible. <br />Exhibit G <br />1. The characteristics of the Smoky Hill River should be described. <br />Given the well-defined channel, the river must flow at various times of <br />the year. The characteristics of the river should be considered in light <br />of the questions asked earlier in this letter relatiny to the mining and <br />reclamation of the stream channel. <br />
