Your mining plan map shows that material (presumably gravel) and <br />topsoil is to be stockpiled in a strip (of presumably 10 acres in size) <br />immediately to the south of the pennit area. Such stockpile areas must <br />be part of the affected land (and thus, the pennit area) and reclaimed as <br />such. The map should clearly show all affected areas as part of the <br />affected land. <br />2. Items such as the location of Fixed equipment, location of sediment <br />control structures, precise topsoil and product stockpile areas (out of <br />the stream channel), haul roads constructed within the affected land, and <br />any other items crucial to the operation should be shown on the map. <br />Exhibit D <br />1. The mining plan totally ignores the fact that this operation is <br />planned to mine across a meander of the Smoky Hill River. No mention is <br />made of the flow regime of the river or of how the mining operation will <br />interact with that flow regime. The interaction of the mining operation <br />and the river should be discussed in detail. <br />2. Sediment control structures are suggested by the Soil Conservation <br />Service. The type of sediment control system (especially as concerns <br />downstream in the river) should be described. <br />3. All processing equipment (either fixed or temporary) should be kept <br />out of the drainaye channel of the river and protected by benning. This <br />should be described in narrative form and shown on the map (as necessary). <br />4. What is the planned life of the mining operation (best estimate)? <br />5. Further details of topsoil handling should be given. The planned <br />depth of topsoil removal should be described. The areas from which <br />topsoil is to be removed should be described. All topsoil stockpiles <br />should be located out of the bank-full stream channel and either located <br />above the lUU-year floodplain or benned to resist the lUU-year flood. <br />Berms should protect the river from sediment contributed by the topsoil <br />stockpiles. <br />6. The topsoil stockpiles must be planted with a perennial grass cover <br />crop to protect them from wind and water erosion.. 1 suggest the use of <br />either an appropriate wheatgrass or one of the perennial grasses from the <br />reclamation seed mixture. The grass seed should be drilled (if possible) <br />at a rate that will provide 40 seeds per sq. ft. (or 80 seeds per sq. <br />ft., if broadcast). The S.C.S. can provide you with a recommendation in <br />this reyani. <br />7. 7o the extent possible, reclamation should be concurrent with mining <br />to reduce the total disturbance on the site as much as possible. Given <br />that much the same equipment is used in reclamation as in mining, such a <br />plan can also result in cost savings to Cheyenne County. Please clarify <br />your plans in this regard. <br />
