M-95-005/Adequacy
4/4/95
page 3
medium should be salvaged for later use in reclamation. State how
stockpiles of topsoil will be protected during mining, against
erosion, weeds, etc. Please include details of your revegetation
plan. If you plan to spray hydroseed, include rates of mulch in
the spray treatment. If it includes any fertilizer, state what and
how much. Your seed mix shows rates for each grass species, but
none for the shrub species. Your other permit's reclamation plan
includes the same mix, and you specified what the shrub seed rates
were. Please state what that should be for this permit.
EXHIBIT F - RECLAMATION PLAN MAP
Please follow the description of the requirements of the
reclamation plan map, as shown in the Rules. This map must show
the post-mining, reclaimed appearance of the site. Topographic
contour lines will depict the slopes, valleys, and level areas,
etc. Include all features that will remain. The cross-section
submitted as Exhibit F is not sufficient. It does not, in fact,
even pertain to this site, but was prepared for permit M-90-145,
where there is to be a different post-mining pit configuration
remaining.
EXHIBIT G - WATER INFORMATION
The pond at the southwest corner of the permit will receive most,
if not all, drainage from the permit area during mining. The pond
is evidently to remain after mining. Information you submitted
shows that it is of sufficient size to handle the calculated 10-
year event. However, post-mining landform and surface
characteristics are different, and a permanent structure must have
sufficient capacity for a 100-year event. Please provide
additional information to clarify your calculations, or describe
how the pond or dam will be modified. I gave you a copy of the
Division of Water Resources' assessment of your application.
EXHIBIT L - RECLAMATION COSTS
You included an estimate of $27,676. Based on the application
materials already submitted and on your future responses, plus
observations made onsite, I will calculate an amount I feel is
adequate. Information you can supply for Exhibits D and E will
influence the final figures. I am looking for number of disturbed
acres {categorized as major, moderate and minor disturbance) at the
point of maximum disturbance. Details regarding material volumes,
slope grades, push distances, and types of equipment will help
reduce the assumptions I must make during bond calculations. Due
to the dryness of the site, I will probably include the cost of
reseeding a percentage of original seedings, for seeding failures.
The figures will be forwarded to you during the review period, for
your inspection and comment. Remember that the figures will
represent what it would cost the State to contract the reclamation
and oversee it.
