for approval." [Performance Standards; fj
In addition to children, many of the area's residents are senior citizens. Both
groups are identified as high risk groups when it comes to health concerns. The practice
of an ongoing noxious weed prcrgrmn will necessi~€ tl~ use aI'rrnrkiple
chemical sprayings. The canyon wind currents will carry airborne particles into resi-
dential azeas, placing our loved ones at increased risk of respiratory problems.
"Watering the. road.within the preperty as needed.will control dust from.truck
traffic," [Performance Standards; JJ
This action does not go far enough in addressing the problem of dust control.
Traffte dust will -make np a fr~aetien of the air po}lutien-created by this mining operation.
Bulldozers will breakout and shove large rocks to an onsite crushirrg and screening area,
where they will be broken up with pneumatic hammers and crushed by equipment
operated by diesel generators_ Dust created from these activities-wilt be far more dense
and continuous than that made by the trucks. The dust will col9ect within the carryon
walls, only to be carried by the wind currents throughout this rural/residential develop-
ment Clouds of dust are a visual eyesore _m this scearic setting, taut far more pressurg is
what these clouds will do to the health of residents who must breathe an ongoing assault
of air borne dust.
ENVIRONMENTAL INTEGRITY:
"Crrrrrnt.use oftheprnpertyic yndereloperlrangeland,"[Page 1; Parngr~rh.3J
The cited parcel is predominately wooded with pinon pine and cedar forests,
located within a heavily populated rural/residential azea. Some of the pinon pine and
ccdaz trees aze hundreds of years trld and are very slow growing trees. They can aot be
replace through reclamation efforts. As Delta County continuous to attract new
residential growth, it is imperative that we act as good stewards of the land. Bensons
$rothers proposal to operate a rock mining quarry is in direct opposition to preserving
the integrity of Coatby Canyon.
"This property is in a rural area adjaeeat to an ezisting red shale mine and a coal
mine." [Performance Standards; AJ
This statement misrepresents the facts. While this is historically a rural area
within the county, the makeup of Coalby Canyon has unifier gore major changes slrrce
the 1980's when the Red Canyon Ivfine was closed. The proposed gravel quarry would
set in the midst of what is now a concentration of homes. Over 100 homes aze within a
mile of the site.
The wording of this proposal leads one .to believe that there are ongoing red
shale and coal mining operations adjacent to the proposed gravel quarry. Beklen's Red
Shale Pit #1, a very small mining operation, has been, if not inactive, certainly sporadic
over the past few years. As for the Red Canyon-Coal Mine, it was closed down in the
19g0's and all reclamation has been completed and approved.
The present direction of developmem in Coalby Canyon is ruraihesidential.
