DATE: Febtvary 3 7, 2005 <br />TO: Delta County Phtrming Committee <br />FROM: Rex Replogle and Renata Replogle <br />RE.: SD OS-U01 Benson BrotHers -blew Gravel Pit <br />Delta County regulations require notification of all property owners within 1000 <br />feet of the proposed gravel pit to be located on I,ot 2 of the NW4, IdW4 of east of <br />Section 13, Township 13 South, Range 95 West. The implication is that these aze the <br />property and home owners who will experience a negative impact upon their lives by this <br />industrial development. In ac7ua[ity this proposed gravel quarry would impact the entire <br />Coalby Canyon community which is rural /residential. There aze serious ramifications of <br />approving this proposed mining operation. <br />Our home lies approximately .03 miles northwest of the designated mining site. <br />We set on the ridge opposite the 30.9 acres identified for the proposed red shale mining. <br />This .03 mile canyon is banked bT high ridges on both sides, as well as at the end, <br />creating a natural corridor through which dust and noise will be funneled. Over 100 <br />h©mes are within a mile of t2~e this site. <br />A gravel quarry in Coalby Canyon will negatively impact the health and safety of <br />its residents; the etrvirorrriretital irrtegrity of its peacefut rural setting, with its abtmdam <br />diversity of wildlife; and the stability of property and home investments. We ask that this <br />proposal be denied for the following reasons. <br />HEALTH AND SAFTY ISSUES: <br />"The applicant anticipates hauling about ftve semi loads a day ... " <br />[Page 1, Paragraph 2J <br />By Benson's own admissions at a meeting with area residents on February 10, <br />2005 there could be as marry as30 truckloads of rock leaving the mine site in a single <br />day. The majority of these trucks will follow a mute down Ward Creek Road (2075 <br />Road) and up slaughter grade to R Road. The intent is to stockpile crushed rock at the <br />Benson Brothers Austin quarry. This will produce heavy truck traffic past residential <br />areas. Our children and neighbors who live and play; walk, bike and horseback ride wr11 <br />be sharing the same roads used for heavy truck traffic. This is also a school bus route, <br />children will be waiting and walking along the road five days a week. Trucks #eaving <br />the quarry will have to return to the quarry, doubling the safety hazard for those who live <br />and navel along the proposed truck route. Same trucks will travel directly to various jab <br />sites both up Ward Creek Road and down the canyon to sites in Deha and throughout <br />the county. This is an increased danger to residents in and beyond the immediate Coalby <br />Canyon corrununity and should be perceived as a disaster waiting tcj Happen. <br />Coalby Canyon has a large population of wildlife, including deer and elk. The <br />increased truck traffic will also endanger them as they graze along the road side and <br />move up and down the canyon. <br />"A noxious weed control plan will 6e submitted to the Connty Weed Coordinator <br />
