Stormwater Management Plan <br />A current Stormwater Manzgement Plan (SWMP) shall be maintained for the portions of the West Elk Mine that aze covered by <br />this section of the permit. The SWMP shall be prepazed in accordance with good engineering ractices. (The plan need not be <br />completed by a registered engineer.) The plan shall identify potential sources of pollution ~includmg sediment) which may <br />reasonably be expected to affect the quality of stormwater dischazges associated with the inactive mining opperation. In addition, <br />the plan shall describe and ensure the implementation of best management practices (BMPs} which will be used to reduce the <br />pollutants in stormwater dischazges associated with the inactive mining operation and to assure compliance with the terms and <br />conditions of this permit. <br />Mountain Coal Co. must implement the provisions of their SWMP as a condition of this permit. The Division reserves the right <br />to review the plan, and to require additional measures to prevent and control pollution as needed. <br />SWMPs which met criteria contained in the previous version of this permit aze acceptable. <br />Active Mining Areas <br />The SWMP shall include the following items for active portions of the mine, at a minimum: <br />i) Descrintion of Mining Activities <br />The plan shall provide a narrative description of the nilning and associated activities taking place at the site which affect or <br />may affect stormwater runoff intended to be covered by this permit. The narrative description shall report the total acreage <br />within the mine site and an estimate of the number of acres of disturbed area. A general description of the location of the <br />mining site relative to major transportation routes and communities shall also be provided. <br />ii) Area Subiect to Effluent Limitations Guidelines <br />Each pplan shall describe the portion of the mining site which contributes runoff to azeas subject to effluent limitations <br />guidelines contained in 40 CFR subchapter N. <br />iii) Site Man <br />Each plan shall provide a site map or maps which indicate at a nilnimum: <br />- minmg/milling site boundazies and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- matenals handling areas; <br />- azeas used for storage of overburden, materials, soils or wastes; <br />- azeas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainsge or any other process water; <br />- tailings piles/ponds, both new and pre-gustingg; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundary of area that contributes nmoff to outfalls that aze subject to effluent limitations guidelines. <br />For those azeas outside of the aiea that contnbutes runoff to outfalls that aze subject to effluent limitations guidelines: <br />- an estimate of the duection(s) of surface flow; <br />- stormwater outfalls and an outline of the drainage azea of each stormwater outfall; <br />- each gusting structural control measure to reduce pollutants in stormwater runoff; and <br />- the location of impervious structures (e.g. pazldng lots, roofs, etc.) <br />iv) Stormwater Management Controls <br />Mountain Coal Co. shall develop a description of stormwater quality controls appropriate for that site, and t' lenient such <br />controls. The appropriateness and priorities of controls in the plan shall reflect identified potential sources of pollutants at <br />the mining site. The description of stormwater quality controls shall address the following m,n;mum components, including <br />a schedule for implementing such controls: <br />a) SWMP Administratoz -The SWMP shall identify a specific individual or individuals within the mining organization <br />who is responsible for developing the SWMP and assisting the mine o erator in its implementation, maintenance, and <br />revision. The activities and responsibilities of the administrator shall adpiress all aspects of the facility's SWMP. <br />b) Identification of Potential Pollutant Sources and Best Management Practices -The SWMP shall identify potential <br />sources of pollutants at the site, and assess the ppotential of these sources to conhibute pollutants to stormwater <br />discharges associated with mining acfivities. The SWMP must also describe appropriate Best Management Practices <br />(BMPs1 to reduce the ppotential of these sources. to contribute pollutants to stormwater dischazges. At a minimum, each <br />of the following shall be.evaluated for the reasonable potential for contributing pollutants to runoff: <br />- loading and unloading operations; <br />- outdoor storage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; . <br />- crushing facihhes or significant dust and particulate generating activities; practices; and <br />-stockpiles of overburden, raw material, intermediate products, byproducu, finished products or waste products. <br />R~~~a ansnooa <br />
