Install fencing along the limits of required disturbance as necessary to prevent <br />construction equipment from entering sensitive areas. <br />• Limit disturbance due to ditch crossings or relocations to the minimum duration possible. <br />• Make sure everyone on [he site is aware of the ditches and needs to limit their disturbance <br />and prevent materials from entering the ditches. <br />• Minimize use of heavy machinery near ditches. <br />• Use the smallest available equipment that is feasible. <br />• Do not clean equipment near ditches or where runoff will enter ditches. <br />• Accomplish work within ditch areas during low flow periods. <br />• Use erosion control practices [o minimize on-site impacts. <br />• Use perimeter control practices to prevent downstream sedimentation and impacts from off- <br />site runoff into the disturbed area. <br />• Protect vegetation in the ditches which is not being removed as part of the activity from <br />mechanical and other injury during activities disturbing the land. <br />Hall-Irwin will implement a water quality monitoring plan in accordance with a Colorado <br />Discharge Permit System (CDPS) to address the potential for sedimentation of irrigation waters. <br />Parameters will include turbidity, total dissolved solids, total suspended solids, oil and grease, <br />pH and COD. Please refer to the attached map for [he location of monitoring stations and the <br />frequency of monitoring at each station. Monitoring data for permitted discharge points will be <br />reported to the Water Quality Control Division (WQCD) in accordance with permit <br />requirements. Hall-Irwin will keep the monitoring data for other irrigation ditches on file and <br />make it available to the DMG and WQCD upon request. <br />Exhibit E -Reclamation Plun <br />We are still in the process of applying for a temporary substitute supply plan for the first two <br />phases of mining to augment evaporative loss from the proposed ponds. After that plan is <br />approved, we will apply for an augmentation plan for the entire site. We therefore request that _,,,uq~/..ul` <br />the financial warranty cover only the first two phases of mining. Hall-Irwin will commit to <br />monitor the groundwater elevation near the excavation until the temporary substitute supply plan <br />is in place. <br />
