The applicant will also need to <br />address reclamation of any new or improved roads constructed on site. <br />The proposed haul roads will be approximately 24' wide and will be comprised of pit run. The <br />internal haul roads are located in mining areas and will be reclaimed per the reclamation plan map. <br />18. Please identify all permanent man made structures that will be removed and/or relocated as <br />a result of the proposed mining and reclamation plan (i.e. structures, utility lines, roads, <br />water ditches, wells, etc...). The applicant will need to submit a notarized agreement <br />between the operator and the owner of all structures that are to be removed or relocated. <br />As an alternative, the operator can provide adequate mining offset distances in accordance <br />with Rule 6.4.19. However, once the agreements are received, they must be submitted to <br />the Division in the form of a revision to the permit <br />All permanent man-made structures within the mining boundary may be removed. Please refer to <br />the notarized letters from Lot Holding Investments, LLC. We will forward the notarized letter from <br />the Dershams in the near future. <br />19. Please list and locate on the applicable exhibit all structures that will be constructed on site <br />(i.e. plants, offices, trailers, tanks, etc...) and provide their associated dimensions and <br />composition in order to accurately estimate a cost for removal in the reclamation bond <br />estimate. <br />There will be no permanent structures constructed on-site. The processing equipment, conveyors, <br />and scale house will all be portable. The scale will be on a 12'x70' concrete foundation with a <br />12'x50' approach pad at either end of the scale. The processing equipment, conveyors and scale <br />house will be assets owned by the Hall-Irvin Corporation. If Hall-Irwin Corporation was to cease <br />operations and the Division was forced to reclaim the site, Hall-Irwin would remove these assets. <br />In the event that Hall-Irvin does not remove these assets, they would have a market value that <br />would more than offset the cost to remove them. <br />20. The applicant proposes to mine the pit slopes at 3h:1v. Rarely does the Division see this <br />mining practice occur due to the difficult nature to mine in this fashion. Typically, the <br />Division observes slopes that are mined at 1.5h:1v. Please further explain how the operator <br />will mine at 3h:1v slopes. <br />Hall-lrwin is currently mining portions of the Shores Resource in Firestone at 3:1. The operator will <br />use an excavator or a loader to scrape the resource at 3:1. This eliminates the need to recompact <br />the backfill to 95% for a slurry wall. <br />21. Please inform the Division how the topsoilloverburden piles will be protected from the <br />mining operation. If the pit is to be mined to a depth of 25 to 50 feet at a 0.5h:1v slope, the <br />topsoil piles may become unstable and slope failure may occur if an adequate buffer <br />distance is not established. The applicant has the following options: <br />- Demonstrate that the topsoil pile will be stable under the proposed mining <br />conditions using a stability slope analysis, <br />- Maintain a set back distance at 2 times the depth of the pit and revise the maps to <br />reflect this buffer, <br />
