Ms. Erica Crosby, Division of Minerals and Geology
March 31, 2005
Page 6
- Revise the mining and reclamation plan to include benching or terracing and
including a slope stability analysis, or
- Relocate the topsoil pile to a more stable location, and revise the maps accordingly.
Refer to the revised stability analysis.
Rule 6.4.5 Exhibit E- Reclamation Plan
22. The applicant states that the post mining land use is both pastureland and developed water
resources. On the Reclamation Plan Map, a 12.3-acre is described as "Future Development"
area. Please describe this area and explain how it correlates with the proposed post mining
land uses.
°Future Development" may include residential, commercial and/or industrial development,
depending on who the end user of the property is. If the site is reclaimed before an end-user is
found, Hall-Irwin will reseed the site using the native grass mix.
23. The Reclamation Plan map indicates that the Phase 3 slurry wall will be tied into the slurry
wall proposed for the adjacent Baseline Resources :;ite (M-1997.058). Please further explain
how the slurry wall will be tied into the Baseline Resources slurry wall. In addition, the
Baseline Resources permit will need to address this issue as well in the form of a revision
to the permit.
The design, specifications and quality assurance documents will be prepared and submitted as a
technical revision and the revision will be approved prior to initiation of slurry wall construction.
This information will also be submitted as a revision to the Baseline Resources permit since this
slurry wall will tie into the Baseline slurry wall.
24. Please state if the slurry wall is to cross over any existing gaslwell lines or other utility lines
on site.
King Surveyor's ALTA survey did not indicate that there are any existing gas lines or utility lines on
site that the slurry wall would cross through. The site for Merit Energ~s proposed wells does not
yet contain any facilities.
25. Please describe the road that is to remain on site around Phase 3. Please include the road
design, composition and dimensions.
The road that is to remain on-site around Phase 3 is a reservoir maintenance road that will be
approximately 12' wide and will be comprised of either f35% compacted structural fill or pit run.
26. On Phase 3 of the water storage reservoir, please state how far down the slopes topsoil will
be replaced.
Topsoil will be replaced to the proposed high water line.
27. Hall Irwin proposes to replace 6" of topsoil on the n:claimed areas. The NRCS recommends
that 12" be replaced on site. According to the soil descriptions, it appears that 10" to 48" of
topsoil is available on site. The Parker-Dersham site contains three soil units consisting of
