Abbott regarding Southwestern Portland <br />Cement's Dowe Flats permit applications <br />Dear Mr. Helmick: <br />I am in receipt of a copy of a letter addressed to you from Mr. Thomas M. Abbott dated 14 August <br />1993 regarding the above referenced project. On behalf of Southwestern Portland Cement, I offer <br />the following technical information for your review. <br />Aquatic and Wetland Consultants, Inc. (AWC) completed a preliminary wetland inventory of the Dowe <br />Flats site in May of 1987. Wetlands were delineated according to the methods contained in the <br />"Wetland Delineation Manual" (U.S. Army Corps of Engineers 1987) using the definition of wetlands <br />found at 33 CFR 328.3 as follows: <br />"..those areas that are inundated or saturated by surface or groundwater at a frequency and <br />duration sufficient to support, and that under normal circumstances do support, a prevalence <br />of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include <br />swamps, marshes, bogs, and similar areas." <br />Indicators of hydrophytic vegetation, hydric soils, and adequate hydrology were investigated and <br />required in order to make a positive wetland determination. Results were illustrated at a scale of <br />1 °=400' using field based measurements.
