<br />;Subsequent wetland inventories were completed by AWC on additional properties which were added <br />at a later time to the project area. Specifically, the Garner Dairy, Dickens-Peicker property, and the <br />western transportation corridor were inventoried in 1996. Again, Terry McKee conducted detailed <br />;field verifications of our work and provided his concurrence in a letter to me dated 25 January 1991. <br />All of the work has been illustrated on the 1 "=400' base topographic map. We believe that this <br />jdegree of detail is sufficient and appropriate for analysis at the permitting level. <br />~In the spring of 1993, alternate haul routes from the mine site to 4he existing cement plant were <br />lidentified. Detailed wetland boundary review and field flagging were conducted along the alternative <br />routes to quantify possible impacts. Terry McKee reviewed the preferred alternative route in the field <br />on June 15th, 1993 with myself and the transportation engineers present. <br />A presentation was made to the Corps on June 7th, 1993, with Tim Carey, Project Manager of the <br />Tri-Lakes Office, and Terry McKee present. Representatives of the Dowe Flats project summarized <br />the Boulder Couniy Special Use Permit request as it related to our wetland findings in order to <br />update the Corps on the project. <br />In order to respond to Mr. Abbott's assertion that the wetlands at Dowe Flats have been impacted <br />by grazing, cultivation and canal construction, I have the following to report. Dowe Flats is managed <br />now as it apparently has been for at least the last forty years. Agricultural uses in the form of crop <br />production, hay production, cattle and horse grazing, and associated irrigation have occurred in the <br />past and continue to occur on the property. The St. Vrain Supply Canal was built in the 1950's and <br />continues to deliver water to downstream users after it passes through the site. The wetland <br />inventory that was completed for the Dowe Flats site correctly depicts the location and configuration <br />of wetlands as they presently exist under the current land use as required by Section 404 of the <br />Clean Water Act. <br />As a reminder, while the mine plan does not propose to impact wetlands, the associated reclamation <br />plan proposes to create 37 acres of new wetland and 44 acres of open water in an effort to diversify <br />the terrain of Dowe Flats. The majority of this acreage will likely be jurisdictional given the federal <br />definition of wetlands and waters of the U.S. <br />I can make myself available to answer any other questions that this response may generate.
