Rink, Aquatic and Wetland Consultants, in response <br />to the August 14, 1993 from Thomas Abbott concerning wetland issues with respect to <br />Southwestern Portland Cement Company's Dowe Flats project. I believe that Ms. Rink <br />has cleazly stated the facts as to the process by which wetland occurrence was determined <br />in conjunction with the US Army Corps of Engineers, and the relevance, or lack thereof, of <br />the historical land use in regazd to wetland occurrence. <br />Having supervised Ms. Rink's work on the Dowe Flats project since February of 1987, I <br />must say that I am more than satisfied with her technical competence and scrupulous <br />adherence to the letter and intent of the federal regulations pertaining to wetlands. <br />I am also in receipt of a letter from Timothy Carey, US Army Corps of Engineers, in <br />response to Dr. Abbott's August 14, 1993 letter. <br />It is my understanding that Dr. Abbott has submitted a letter to you, dated August 31,1993, <br />that expresses additional concerns regazding this issue. I will be reviewing this letter with <br />Ms. Rink and Mr. Lohr for consideration of these additional issues. <br />It is also my understanding that John Lohr, Plant Manager, Southwestern Portland Cement <br />Company, Ms. Rink, Dr. Abbott, Terry McKee, US Army Corps of Engineers and a <br />representative of the US Environmental Protection Agency will be scheduling an on-site <br />meeting later this month to discuss Dr. Abbott's issues in greater detail.
