EXHIBIT E <br />Powderwash Pit No. 66 -Reclamation Plan <br />The Powderwash Pit No. 66 will provide "pit-run" and road base materials for the Moffat <br />County Highway system near the Powderwash oil and gas fields. The road base materials <br />will be stored on the property until used. Whenever it is practical, the operator will grade <br />the mined-out portion of the excavation area, however, because some materials maybe <br />stored in the disturbed azea, the final grading and application of topsoil will not be <br />undertaken until the whole pit is ready for reclamation. Moffat County will stabilize the <br />topsoil stockpiles, and reclaim the affected area with the standard seed-mix formula in <br />Exhibit E-1 attached to the plan. <br />Soecif-c Reclamation Information: <br />1. Moffat County does not expect to store much overburden. If such storage is <br />necessary, the stockpiles will be stabilized and protected in the same manner <br />as the topsoil. <br />2. The maximum gradient of all of the reclaimed slopes will be 4:1 (horizontal <br />to vertical). <br />3. The future use of the affected area will be rangeland. <br />4. The operator will replace 6" to 12" of topsoil on the disturbed and graded <br />areas, and will apply the approved seed-mix formula as specified in Exhibit <br />E-1. <br />5. The topsoil will be disked to bind it into the sub-soil and it will either be <br />drilled %x" [0 1"deep in the prepared seedbed, or, the seed will be broadcast <br />at the rates specified in Exhibit E-l. If broadcast, the seed shall be raked or <br />harrowed afrer application. <br />6. Mulch and fertilizer will not be effective in this soil type; they will not be <br />used. <br />7. Moffat County and the Division of Minerals and Geology (DMG) have <br />adopted [he seed-mix formula for all of the County Road Department's <br />gravel pits. (See Exhibit E-1) The Soil Conservation Service, BLM Range <br />Specialists, County Extension Agent and DMG Specialists adopted this <br />formula because the Road Department sometimes has as many as 18 active <br />gravel pits at one time. <br />8. Moffat County does not anticipate the interception of ground water at this <br />facility. If water is encountered, it will be impounded, and the <br />landowner will be notified and advised to address the applicable provisions <br />of the State Water Laws. <br />E. Berms and Ditches will be used as necessary to divert surface run-off water <br />away from the pit areas. <br />Exhibit E -Reclamation Plan <br />
