• Drainage frtmm the topsoil stocJq~ile is adequatelyaddrosed by the
designed containment ditch described in the existim approved permit.
the closed depression is not currently utilized for minim related
activities, although the previous operator (DomhocrP.-) apparently used
this area as a turn-aramd for coal haulage trucks. 'fie closed depression
is isolated fran both other nearby disturbance areas and existing
disturi~~d area drainage structures by the r._il m~ tracks and associated
Given the isolated nature of this area and its limited size (AppmY;,,,ately
.51 acres) , EFCI, in 1992 requested approval of a Synall Area EStemption for
this area. There is no undergrYxmi mining in the immediate vicinity of
the proposed exertion area, so there is rlo potential for m1xiIlg of
surface drainage and mine water discharge. In order to preclude any
significant adverse impacts on downstream water quality, EF'CI designed a
sediment fence at the east errs of the closed depression. The area will be
• graded so that all runoff is diverted to the south and then west to the
sediment fence.
The location of this sediment fence is shoran on the Inadout Area Surface
and Grourxlwater Hydrology Map, (Map 13). The sediment fence is designed
to safely pass the runoff from the 10-year, 24-hour design storm event for
the contributing drainage area. Design calculations are provided in
Appendix C, Small Area EScemption Hydrologic Docwnentation, to this
FScktibit.
The subject exemption area is small, receives no discharge flvm
wr]ergra.uid mine workings, and will not adversely impact downstream water
quality. Given this demonstration of cong~liance with the exemption
*~»*~~*+ts of Rule 4.05.2(3), EFCI respectfully requests approval of a
S7na11 Area F~remption for the former track turn-arow7d area. EF~CI will
coi~¢nit to ongoing maintenance of the carlimant fence in the former turn-
• arourrl area during the period of active operations, including inspection
and repair of any significant damage and periodic ~~~.+~ removal.
C \...860\1R16.R£V
1t/o6/93 lpm 204R Revised -November 1993
