100-ton roak dust storage tank, 300 feet of overhead powerline, aryl a
small amg3ressor aryl associated control systems for material transfer.
The pad area is graded so that all drainage from the pad is either
retained on the pad or diverted by a containment been located along the
east edge of the pad to a e~;e,orif- fence located at the end of the berm.
The cxlimant fence is designed to safely pass all runoff frrxn a 10-year,
24-hour event. In addition, a berm on the west side of the pad prevents
any undisturbed area ninon.
The disturbance area for the rock dust storage facility is small,
totalling only 0.22 acres. Drainage is effectively controlled by the
gravel surfacing aryl the ccx9imant fence, preventing any adverse impacts on
downstream water rn,a~ ity. ZYre subject area is approximately 400 feet
above the related w~derground mine workings and there is no mine water
discharge or associated potential for mixing with surface runoff. Given
• these factors, the rock dust storage facility is congaatible with the
exemption criteria of Rule 4.05.2(3). EFCI will ccumait to ongoing
maintenance of the sedimnt fence during active operations, including
inspections and repair of any damage and periodic sediment removal.
In ogler to confirm the previous it~licit approval, EFCZ respectfully
requests that the CSII.RD issue a specific Small Area Exemption approval for
the rock dust storage facility.
EAST lDADOiTP AREA - F13RMER TR[JCK 20R[~iJNU
In response to a Notice of Violation relating to drainage design concerns,
EFCI reviewed existing drainage structures and related designs for the
Fast Loadout Area. 'This review resulted in a decision to simplify
drainage systems in the area south of the railroad tracks to separate
disturbed and undisturbed area drainage.
• The only mining related disturbance in the southern portion of the Fast
loadout Area is the existing topsoil stockpile and a closed depression.
C \...860\TR1fi .REV
n/o6/s3 lpm 203R Revised -November 1993
