Is the access road to the pit existing, or is it constructed as <br />~•~~ part of the operation? If it is constructed as part of the operation, <br />it should be a part of the permit area. <br />5. Army Corps of Engineers Pit: <br />a. The rectangular area shown on the map is (by the scale given) 6.2 <br />o°~i acres in extent. An irregularly-shaped area is also shaded, and it <br />(~. a attaches to the pennit area at the northeast corner. Furthermore, an <br />tM~as ~,o+r'" access road is also shown. Is the 6.6 acres given to include the <br />r'`~d~•''1 rectangular area plus either the irregularly-shaped area or the access <br />~ road, or both? If the access road is constructed as part of the <br />operation, it must be included as part of the permit area. Please <br />clarify this matter. <br />6. Smartt Pit: <br />a. Since this operation is to mine a dry creek bed, care must be taken <br />to maintain the flow regime when the creek bed does flow and mining is <br />a.l~• not occurring. The end slopes of the excavated area (upstream and <br />downstream ends) should be maintained at lOh:ly between mining <br />episodes. Bank slopes should be maintained at 3h :l v. <br />-„ b. Is mining to occur only in the creek bed itself? Any mining <br />D ~~ ` outside of the creek bed must involve topsoil salvage, reshapiny of <br />t,J~Ic banks, and a consideration of upstream and downstream effects of <br />~¢~•widening the creek bed (when it flows). <br />f c. All topsoil (and gravel) should be stockpiled well up from the <br />b~( °Med creek bed (either above the 100-year floodplain or bermed to resist <br />~J4y~t, ~i• flooding and loss).
