e' • •
Mr. John Auffrey -2- October 17, 1983
Exhibit.A
1. Adams Pit: An examination of Map C-1 indicates that the correct legal
description for the permit area is the SE/4 of the SE/4 of Section 21, rather
than the SW/4 of the SE/4 of Section 21, as given in Exhibit A. Please
clarify this situation.
J 2. Smartt Pit: The legal description for this operation should be given to
the nearest quarter quarter section(s). The description is now given only as
the~NE/4 of Section 23.
Swig
Exhibits B and C
1. The following questions should be answered for all seven pits:
l~i.(~'1a. What is the estimated life of the mining operation? Given the
~,J', ~bJindefinite usage rate, this is admittedly an estimate, but such estimate
Sl``~ i s needed.
b. What is the typical equipment, both mobile and fixed, to be used in
J the mining operation?
c. Details of topsoil salvage and handling should be provided. The
planned depth of topsoil salvage, the location of topsoil stockpiles (if
not given in either the text or on the map), and the plans for
j stabilization of topsoil stockpiles with a cover crop should be given.
v In this regard, it is necessary to stabilize all topsoil stockpiles to
be left for one growing season or longer with a perennial yrass cover
crop to prevent wind and water erosion. The Soil Conservation Service
Gh.~;~ an suggest an appropriate species, or you may simply wish to commit to
S~' Western wheatgrass at a drilled rate of 16 lbs. PLS/acre (giving a
seeding rate of 40 seeds/sq. ft.).
2. Adams Pit:
a. Since this operation is to mine a dry creek bed, care must be taken
to maintain the flow regime when the creek bed does flow and mining is
p ,~`~" not occurring. The end slopes of the excavated area (upstream and
J downstream ends) should be maintained at lOh:ly between mining
episodes. Bank slopes should be maintained at 3h:ly.
b. Is mining to occur only in the creek bed itself? Any mining
Y~5 outside of the creek bed must involve topsoil salvage, reshaping of
J banks, and a consideration of upstream and downstream effects of
widening the creek bed (when it flows).
t ~(c. All topsoil (and gravel) should be stockpiled well up from the
o HS ° ,creek bed (either above the 100-year floodplain or berined to resist
r~~K ~~ flooding and loss). Please clarify your plans in this regard.
a ,fth
S X~ ~Jd. What is to be the direction of mining on the site?
0 '~
