Mr. Mark S. Loye
October 19, 1984
Page -2-
3. Compaction of rock fill
HMC will install a line of stakes along a lower bench of the North
Dump fill to allow visual sighting of the effects of compaction.
The stakes will be installed as soon as materials, equipment, and
personnel allow. The line of stakes will be periodically observed
and the results recorded for annual reporting (until such monitoring
no longer provides useful data).
4. P1aas of reclamation demonstration areas
S
HMC is providing, as Attachment II, a map showing the location of these
areas graded and seeded in October of this year. These areas provide
the steeper slopes and longer runs discussed with the Oivision as
appropriate for demonstrating HMC's plans for revegetation. We were
able to complete the necessary grading of the southwestern portion of
the area and, therefore, do not have additional areas awaiting final
grading and seeding as was anticipated during our earlier discussions.
Since it is our intention to proceed with additional reclamation when
weather permits next year, it will be appropriate to submit an update
to this map once the revegetation is completed next year. We plan to
produce a more precise topographic map of the area located on the
attachment, as well as those areas graded next year, as a base map
for the next submission.
For purpose of ease of reference, we are also enclosing a full-scale
copy of the annual topographic map for the area. This serves as a
base map for the two attachments drawn at reduced scale.
I believe this covers the points of discussions and agreement. I hope
it is useful to note that we seeded, fertilized, and mulched the demonstration
area. On approximately one-half acre of the out-slope we utilized a seed
mixture provided by the Upper Colorado Environmental Plant Center. That
mixture is described on Attachment III. The area so planted is located
on a 100 foot-long slope approaching 2:1, and is located adjacent to the
existing, seeded 2:1 slope inspected previously by Division personnel. In
accord with the Plant Center's advice, this mix was the only material used;
that is, it was not combined with the Alpine Mix used elsewhere. We trust
that the mix meets with your approval since it was comprised of species
previously described to Division staff. The attachment reports the types,
varieties, weights, purities, germination rates, and sources wherever we
were provided the information.
There is one additional item, that of location of precipitation gauges,
which we would like very much to adjust, if you believe you could advise
us that adjustment was acceptable. There has been an informal discussion
regarding locations in the past, We now have two precipitation gauges
We would like to discontinue the measurements at Hale Gulch since no activities
are planned there. The second gauge, originally located at the proposed
tailings site, has been moved to the North Dump, near the mine office. The
relocation was discussed briefly with the Division. Its relocation makes
